Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C257-25-AP-1930 LOG NUM: FY25-NCO 17-856
Contracting Activity: Department of Veterans Affairs, VISN 17, 674 Olin E. Teague Veterans Medical Center for purchase request 674-25-2-265-0015.
Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Medical Center is requesting a procurement of parts and services from Nihon Koden to expand our Telemetry capabilities on the fourth floor J-wing of the hospital. This will include cable pulling through 4J and intenna installation to provide a connection to our already established Nihon Koden Telemetry system in other areas of the hospital. The estimated total cost will be $42,707.00.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Nihon Koden is the existing telemetry system that is operating at the hospital. For the expansion, the original equipment manufacturer (OEM) equipment and services are necessary to ensure proper integration with the existing systems in use for the Tele Critical Care system. The proper compatibility is essential for the monitoring stations to relay data accurately and timely when monitoring patients. At this time, no other company is able to provide the proper installation compatibility with Nihon Kohden systems and ensure proper compatibility with Nihon Kohden software. A Sole Source Letter was provided by Nihon Kohden and is available in this action s briefcase.
Description of market research conducted and results or statement why it was not conducted: Additional Market Research was conducted to confirm that Nihon Kohden is the only source. A search was conducted in SBA Dynamics under NAICS number 517810 and Keyword telemetry . Search yielded just one vendor. Vendor does not provide the required services requested in this particular requirement. Other searches were conducted in GSA eLibrary and FPDS and no vendors were found. Nihon Koden, the OEM, is the only qualified company to work on this project. Nihon Koden is the telemetry system already installed in the hospital. In order for proper system integration, the OEM service engineers are required to complete the installation and provide the compatible technical equipment for the system; thereform, Nihon Koden is the only company that can provided the necessary products and services. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
