The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW FAR 13.106-1(b) to obtain replacement services for Caterpillar 10R-8103 Reman Electronic Control Module (ECM).
Period of performance: 7/28/2025 through 7/27/2025
Basic description of the requirement: The New York Harbor Healthcare System, Brooklyn campus (800 Poly Place, Brooklyn, NY 11209) has a requirement for repair services, specifically for replacement of the EIS Module (Caterpillar 10R-8103 Reman Electronic Control Module (ECM)) in Caterpillar gas engine model G3412TA of their #1 Chiller. The contractor shall furnish all parts and labor to shut down the chiller, drain the coolant, disconnect all associated coolant lines, remove old EIS module, install new EIS module, reconnect all associated coolant lines, refill unit with coolant, run and test the unit in its repaired state to ensure it is operational prior to leaving the site. Part shall come with manufacturer s warranty.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest by submitting capability information that clearly demonstrates their capability to perform the required service as described above. Capability information is required by June 30, 2025, at 4:30PM ET. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government.
The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE EIS Module in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Chris Weider at christopher.weider@va.gov. Capability documentation should include general information and a detailed description of the contractor s technical background, capabilities and experience that demonstrate the ability to support these requirements including OEM authorization to service the equipment identified above.
