This is a Pre-Solicitation Notice for project 6549-820E Renovate CUP Scrubbers. The VA North Texas Healthcare System has a requirement for construction services to be performed at the Dallas VA Medical Center, 4500 South Lancaster Road, Dallas, Texas 75216-7167.

PRESOLICITATION NOTICE

This document serves as notification of an upcoming solicitation for Project No. 549-820E Renovate CUP Scrubbers. Contractor shall provide all labor, material, equipment, supervision, and construction services to perform work on the cooling towers filtration system at the Dallas VA Medical Center located at 4500 South Lancaster Road, Dallas, Texas 75216-7167.

The scope of work includes a thorough inspection of the existing pump, suction piping, and blowdown section of the filtration system to identify any deficiencies and areas needing improvement. Carry out necessary repairs and upgrades to address identified deficiencies, ensuring all work meets current standards and codes. Provide all required materials and labor to execute the improvements and renovations. Ensure the work is completed within the designated timeline, maintaining the professional quality and technical accuracy of the services provided. Follow all relevant requirements, directives, standards, and codes in the execution of the construction tasks outlined in this statement of work (SOW). All work shall be performed in strict accordance with the statement of work, specifications, drawings, terms and conditions of solicitation. All work must comply with federal, state and local codes and regulations.

This project will be procured as 100% set aside for Service-Disabled Veteran-Owned Small
Business (SDVOSB).

The North American Industry Classification Code (NAICS) for this requirement is 238220- Plumbing, Heating, and Air-Conditioning Contractors with a standard size of $19M.

The magnitude of this construction project is between $250,000 and $500,000.

A request for proposal (RFP) under solicitation number 36C25725R0097 shall be issued
on or about December 31, 2025, via SAM.gov.

Site Visit: An organized site visit is scheduled for January 7, 2026, at 10:00 AM (CDT), at the Dallas VA Medical Center located at 4500 S. Lancaster Road, Dallas, Texas 75216-7167. The meet up location is the Energy Center Bldg. 70 (Controls Room), attendees will be met by the Site Visit Point of Contact, Vilma A. Arwood, vilma.arwood@va.gov.
