J.B. Payne Memorial Park
Sealed bids from qualified contractors for the J.B. Payne Memorial Park Improvements in Arkansas City, AR will be received at City Hall, 606 Sprague St., Arkansas City, Arkansas 71630 until 1:00 PM on December 17th, 2024, and then at said location publicly opened and read aloud. The scope of work consists of constructing a picnic pavilion, basketball court, walking trail, accessible parking and playground equipment areas. Complete digital project bidding documents are available at www.harborenv.com (hover over Engineering & Surveying, then click Plan Room) or at www.questcdn.com . You may download the digital plan documents for $22.00 by inputting Quest project #9420032 on the QuestCDN project search page. Documents can be examined at Harbor, 5800 Evergreen Drive, Little Rock, AR 72205. Addendums to the bid package will be issued through the Harbor online Plan Holders List; there, all prime bidders shall be responsible for downloading the bid documents from the Harbor online plan room in order to be included in the Plan Holders list. Bidders must enter the addenda numbers on the Bid Form to verify receipt. There will be no refund for returned Contract Documents. The Owner reserves the right to waive any informality or to reject any or all bids. Bidders may not withdraw their bids within 60 days after the date of bid opening and must provide bid bonds as required. The Owner hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws, and other federal laws including the Fair Labor Standards Act of 1938. Work Hours Act of 1962 and Title VI of the Civil Rights Act also apply. All bidding processes shall be in accordance with State law.
