Michigan Department of Transportation (MDOT) Environmental Services Section (ESS) uses features in Microsoft Teams, Forms, Outlook, and Excel to facilitate Virtual Public Involvement (VPI), however these tools aren't designed for VPI, and the manual process presents challenges. Data that is used consists of: email addresses for citizens and the project stakeholders, collected information from citizens and stakeholders using forms (electronic and paper), and compile the information and analyze it using qualitative processes. The manual system does not use data from any MDOT systems. The requirements are gathered and in the PMM-0104. MDOT requires a COTS application to replace their current paper and manual process to record public meetings to provide information on upcoming/current MDOT road construction projects and capture attendance/feedback/comments from the meeting attendees.
