THERMOPLASTIC APPLICATOR AND PREMELTER

Vendor must complete and return this form for the Quote to be considered responsive. A
check mark shall be placed in the areas of specification agreement. Variances must be
clearly identified in the vendor’s equipment column. Failure to comply with any part of
the quote specifications will not remove that quote from consideration but will indicate a
variance on which the City alone will determine the importance to the overall
performance of the item and suitability for the intended purpose. Equipment Quote is to
be new, unused and of the Manufacturer’s latest model. Any omission from the
specifications shall not relieve the vendor from the responsibility of furnishing a unit
ready for use.
These specifications describe a thermoplastic applicator and a skid-mounted
thermoplastic pre-melter. The equipment will be used to apply thermoplastic pavement
markings to roadways and parking lots. This equipment shall be delivered to Johnson
City ready to put into service. The pre-melter and applicator shall be priced separately
and may be purchased from either the same vendor or different vendors; the City shall
determine what is in its best interest.

Hand-Propelled with lifting eyes/tie-down
points.
Hitch point designed for a motorized ride-
on propulsion device to be easily attached
for self-propelled operation or detached
for hand-propelled operation.
Capable of installing lines from 4” to 12”,
dual 4” lines with a 4” gap between the
lines, symbols and letters.
It shall have two front wheels and a rear
wheel with a swivel that can be locked.

CITY’S SPECIFICATIONS
Pointer guide mounted to the front
adjustable to fit the size of the die being
used and folds up when not in use.
Heated tank with manual mixer with 250
lbs. capacity, minimum.
The tank burners shall be 20,000 BTU,
minimum (specify).
An automatic thermostat on the tank shall
show temperature setting and actual
material temperature simultaneously, and
shall be able to maintain the set
temperature, once it reaches that
temperature.
The tank burner system shall be capable
of keeping pre-melted material at the
proper temperature and consistency and
melting solid material to proper
temperature.
Burners shall have shielding around them
to protect the operator from burns and
shield the flames from wind.
The tank valve that empties melted
thermoplastic into the die reservoir shall
be operated by a lever accessible by the
operator while applying material.
A removable strainer to keep out trash
shall be under the hinged lid(s) in the top
of the tank.
The heating shall be by means of a
standard size 20 lb. LP gas tank (not
provided), securely attached to the
applicator in a location that is easily
accessible away from the open flames.

CITY’S SPECIFICATIONS
The LP gas valve shall be easily
accessible for turn on and off.
The LP gas system shall include all
required safety features, connections,
lines, and regulators, ready for use after
installation of a 20 lb. gas cylinder.
A hand torch with hose of sufficient
length to reach each burner shall be
provided and plumbed into the fuel line
system with a neat storage place on the
applicator.
Extrusion dies shall be quickly, easily,
and safely changeable without complete
shutdown of the system and without
requiring cooling down of the tank.
Dies shall be operated by means of a
leaver that is manually opened and can be
locked open.
Die(s) shall be heated by a separate burner
system from the tank burner system.
The reservoir in each die shall be of
sufficient capacity to allow the operator to
apply without requiring the tank valve to
continuously open to constantly fill the
die reservoir.
Each die reservoir shall be easily viewable
by the operator while applying
thermoplastic.
Each die shall have replaceable wear
runners.
4”, 6”, 8” and 12” dies (provided) shall be
capable of 0.040”, 0.060” and 0.090”
extrusion, minimum.

CITY’S SPECIFICATIONS
The bead system shall be a single
drop/double drop system.
The bead dispensing system shall be
adjustable to 4”, 6”, 8” and 12”,
minimum.
The beads shall be easily turned on and
off for going from beaded to non-beaded
lines and vice versa.
The bead reservoirs shall hold a minimum
of 50 lbs. of beads each and shall have
hanged lids to keep out trash and
moisture.
The applicator shall have a brake that can
be locked or used to control speed on
hills.
Literature, specifications, photos,
illustrations, operation provided with
quote.
The low vendor meeting specifications
shall provide a demonstration unit, if not
previously tested by the City.
Operation and parts manual shall be
provided with the unit.
The unit shall come completely
assembled, ready to use minus the LP gas
tank.

Designed with steel rectangular tubing
(skid) on the bottom to allow the
premelter, mixer, propane tank and other
associated equipment to be installed and
removed easily from a truck or trailer with
