WOODY DEBRIS MANAGEMENT PROJECT
Sealed bids will be accepted until 2:00 p.m., Tuesday, September 1st, 2026, to provide the City of Midland
with pricing for site clearing, obstruction removal, woody debris management, and soil erosion and
sedimentation control measures for approximately 10 miles of natural watercourse and county drain,
including portions of the Sturgeon Creek, Snake Creek, and State Drain watercourses. The general project
limits extend from the respective outlets in the Tittabawassee River upstream to US-10. Technical questions
shall be directed to Christian Valesano, PE - Project Manager at christian.valesano@spicergroup.com.
Bid should be submitted in a sealed envelope clearly marked as "BID 4674- WOODY DEBRIS
MANAGEMENT PROJECT. Bid submission can be delivered or mailed ATTN: Purchasing to City of
Midland, Office of the City Clerk, 333 W. Ellsworth Street, Midland, MI 48640.
This project is federally funded a Michigan Strategic Fund Community Development Block Grant - Disaster
Relief (CDBG-DR) administered by the Michigan Economic Development Corporation (MEDC).
Therefore, all contractors are required to comply with Davis-Bacon wage requirements.
A certified check or bid bond for a sum of not less than five percent (5%) of the amount of the Proposal
will be required with each bid.

Registration is required to view and download bid package and specifications; follow link at
https://www.bidnetdirect.com/mitn. Information can also be obtained directly from the Purchasing
Department which is part of the Finance Department at City Hall, Midland, MI or by emailing
purchasing@midlandmi.org.
A mandatory pre-bid conference will be held at 10:00 a.m. Monday, August 3rd, 2026, in the Water
Reclamation Conference Room, 2305 Bay City Rd, Midland, MI, 48642. It is a requirement that any
prospective General Contractor bidding attend this meeting. Representatives of the City and Spicer Group
will be present to discuss the project. Attendance is required for sealed bids to be accepted. The City will
transmit to all prospective bidders of record an Addendum as the City considers necessary in response to
questions arising at the conference. Oral statements may not be relied upon and will not be legally effective.
Invitation to Bid and all its pages, documents, and attachments, including those added subsequently by
written notice, submitted and properly executed, shall constitute the contract between the City of Midland
and the successful vendor when approved and accepted by the City.
The City reserves the right to accept or reject all or any parts of any and all bids, to waive irregularities, and
to award in the best interests of the City of Midland.
