WASHINGTON WOODS SENIOR LIVING -
EAST WINDOW & PATIO DOOR REPLACEMENT
Sealed bids will be accepted until 2:00 PM, December 30, 2025 to provide the City of Midland with pricing for
replacing windows and patio doors at Washington Woods Senior Living Community, per the attached
specifications and standard instructions. Technical questions shall be directed to Brian Yaw, City of Midland
Assistant Facilities Manager at byaw@midland-mi.org.
Bid should be submitted in a sealed envelope clearly marked as “BID 4574 – Washington Woods Senior
Living – East Window & Patio Door Replacement”. Bid submission can be delivered or mailed ATTN:
Purchasing to City of Midland, Office of the City Clerk, 333 W. Ellsworth Street, Midland, MI 48640.
Mandatory pre-bid meeting will be held December 16, 2025 at 1:00 PM at Washington Woods Senior Living
Community, 821 Cambridge Street, Midland, MI 48642.
This is a Federally Funded project partially funded through the Community Development Block Grant-
CV grant monies. The Contractor and Subcontractors on this project must comply with HUD contract
provisions 24CFR part 85.36(i), the Davis-Bacon Act, Nondiscrimination, Equal Employment
Opportunity, Affirmative Action, Section 3 requirements, AntiKickback Act, Federal Occupational Safety
and Health Act and Department of Labor Standards and Regulations as set forth in the Contract Bid
Documents. This municipality is an equal opportunity employer, businesses owned by women or
minorities are strongly encouraged to bid.
A certified check or bid bond for a sum of not less than five percent (5%) of the amount of the Proposal will be
required with each bid.

which is part of the Finance Department at City Hall, Midland, MI or by emailing purchasing@midland-mi.org.
Invitation to Bid and all its pages, documents and attachments, including those added subsequently by written
notice, submitted and properly executed, shall constitute the contract between the City of Midland and the
successful vendor when approved and accepted by the City.
The City reserves the right to accept or reject all or any parts of any and all bids, to waive irregularities and to
award in the best interests of the City of Midland.
