and now serves approximately 550,000 people in central and eastern CCWD is a local service agency

II. Notice of Inviting Bidders
A. Submittal of Bids
An electronic bid (in searchable PDF format) Attachment B - Pricing shall be submitted via the
relevant procurement page at CCWD’s PlanetBids Portal below. No hard copy, email, or faxed
bids will be accepted. No bids will be accepted after the due date and time and will be deemed
unresponsive.

B. Pre-Bid Meeting-Optional
At this time, CCWD will not be conducting a voluntary or mandatory pre-bid meeting.
C. Conditions of Invitation to Bid
Terms of Agreement
This service is for a two (2) year base period Fiscal Year 2027 (FY27) July 1, 2026, through June 30, 2027,
and (FY28) July 1, 2027, through June 30, 2028; with one (1) year priced option for (FY29) July 1, 2028,
through June 30, 2029.
Liability of Cost and Responsibility
CCWD is not responsible for any costs incurred in preparing a response to this ITB. All expenses associated
with responding shall be borne solely by submitting individual or organization. Respondents shall hold
CCWD harmless from any liability, claims, or expenses arising from or related to their participation in this
process. All materials submitted become the property of CCWD.
Insurance
CCWD has implemented an insurance compliance program requiring all vendors to provide products or
services to maintain appropriate insurance coverage before any agreement is issued. Once the most
responsive bidder is identified that vendor will have 15 days from selection to submit all required
insurance documents, following the provided samples, and to register with CCWD’s insurance
compliance tracking system, MyCOI. Failure to provide the required insurance documentation within this
timeframe may result in the bid being deemed unresponsive.

Business License
Business licenses will be verified with the issuing agencies and references will be checked.
Prevailing Wage
Pursuant to Section 1770, et seq., of the California Labor Code, the successful bidder shall pay not less
than the prevailing rate of per diem wages as determined by the Director of the California Department
of Industrial Relations. Bidders can download the current prevailing rate of per diem wages directly
from the California Department of Industrial Relations.

Bid Notices
CCWD has included the Bid/Proposal General Provisions (Attachment D) to help explain CCWD’s bid and
proposal process. The attached bid requirements must be completed and provided by the respondent.
The information will be the basis for evaluation of costs between respondents and will be the basis for
actual charges for services performed under the terms of this agreement. Submission of a bid constitutes
acceptance of CCWD’s Purchase Order Terms and Conditions/Sample Agreement (Attachment F). Failure
to indicate herewith any exceptions to the Purchase Order Terms and Conditions/Sample Agreement
shall forever waive any such exceptions, see the Bid Guarantee (Attachment E).
Accessibility Compliance
Unless otherwise specified herein, bidders shall be required to provide all electronic deliverables or
digital content described in this ITB, including documents, websites, or web services to be provided, in a
form which meets Americans with Disabilities Act (ADA) requirements. Specifically, electronic
deliverables or digital content shall adhere to and be compliant with Web Content Accessibility

Compliance is a material requirement of this ITB. Any bid which includes a disclaimer of warranty or
compliance with these standards shall be deemed nonresponsive and will not be considered for award.
Addenda
Any changes, additions, or deletions to this ITB will be in the form of written Addenda issued by the
Contra Costa Water District and posted to PlanetBids. CCWD will not be responsible for failure of any
prospective bidder to receive such Addenda. All Addenda so issued shall become part of this ITB.

Questions concerning Solids Dewatering Services should be directed on CCWD’s PlanetBids website in Q
& A section and must be received by 4:00 p.m. (PST) Monday, March 31, 2026. Responses to all questions
received by the due date will be published on PlanetBids and CCWD will issue an Addendum to the ITB
on Tuesday, April 7, 2026.
Best Value Award
CCWD specifically reserves the right to reject any or all bids, to make any awards or any rejections in what
it alone considers to be in the best interest of CCWD, and to waive any irregularities in the bids. CCWD
does not obligate itself to accept the lowest bid and specifically reserves the right to reject any or all bids
or CCWD will accept any bids or combination of bids considered most favorable. CCWD reserves the right
to hire a primary and secondary contractor in the event the primary contractor cannot respond in a
timely manner.

Attachment A
SCOPE OF WORK
The work to be performed under this contract consists of providing complete services for dewatering,
hauling, and disposing of water treatment solids generated at the Bollman Water Treatment Plant WTP.
There will be two dewatering sites, one located at Bollman WTP, 2015 Bates Ave., Concord, CA, and the
other within the Central Contra Costa Sanitary District (CCCSD) Wastewater Treatment Plant, 5019
Imhoff Place, Martinez, CA.
The dried solids will be disposed of at the Republic Services – Keller Canyon Landfill in Pittsburg,
California, or alternative sites TBD. The address for Keller Canyon Landfill is 901 Bailey Road, Pittsburg,
CA 94565.
On an “as-needed” basis, CCWD is seeking mechanical dewatering for on-site solids at the Bollman
WTP, 2015 Bates Avenue, Concord, CA, and Randall-Bold WTP, Oakley, CA sites to include solar drying
and solids turning & hauling based on the CCWD’s need.
Contractor shall take complete responsibility for the water treatment solids from discharge into the
basins through disposal in full and complete compliance with the obligations of CCWD under the Lease
between CCCSD and Contra Costa Water District for Drying Basins (“Lease.”) A copy of the lease is
provided as Attachment J.
Work will include at a minimum:
* Operate the CCCSD solar drying basins according to the Operations Plan developed by CCWD
(Attachment G). Average monthly solids production has been 525,000 gallons per month. Basin
II must be completely clean at the end of the dry season (October 31) and at the end of the
Contract Term (June 30). It is anticipated that the Contractor will not be on-site during the wet
weather months (November – March). Dry weather months are included in the Scope as an
example. The period of work will be designated by CCWD based on weather conditions. CCWD
will provide 14-day notice for commencement of operations and cessation of operations.
Mechanical aeration/stirring of the water treatment residuals during the drying cycle is required
for successful operation.
* On an “as needed basis,” furnish and operate decant pump assembly to withdraw clear decant
water near the water surface. Any decant water transfer between basins or decant discharge to
CCCSD must be attended to and monitored to prevent solids discharge into CCCSD’s sewer
system. The contractor shall be subject to the CCCSD pretreatment requirements and agrees to
take all reasonable measures to comply with CCCSD enforcement orders. The Contractor shall
not discharge into the CCCSD wastewater collection and treatment system any substance
categorized as hazardous. The CONTRACTOR shall furnish all necessary pumps, filters, floats,
hoses, equipment fittings, power, and power connections.
* Dried solids shall be loaded, hauled, and disposed of at the Republic Services – Keller Canyon
Landfill in Pittsburg, California, or alternative sites TBD. CCWD will pay all disposal (tips) and
administrative fees directly to the Republic Services – Keller Canyon Landfill in Pittsburg,
California, or alternative sites. The contractor shall coordinate the timing of loading and
hauling operations with Central Contra Costa Sanitary District (CCCSD). The contractor shall
