BIDDERS INSTRUCTIONS
1. PROJECT TIMEFRAME
Contractor must specify anticipated completion timeframe. Completion date for this project is
requested ASAP. This may be an award consideration.
2. JOBSITE CONDITIONS
Jobsite shall be kept clean and orderly. Any debris removal shall be disposed of in a legal
manner.
3. LICENSES, FEES, PERMITS
The Contractor is responsible for furnishing the proper licenses, fees, and permits required by
law to do business in the City of Johnson City in completion of the requirements stated herein.
All work shall be done in accordance with the latest building codes, state and federal laws
relative to this project.
4. CONTRACTOR PERFORMANCE
These specifications are not intended to be complete in every detail. Therefore, the Contractor
is expected to perform all work in a professional workmanlike manner in accordance with all
applicable City, State and Federal codes and regulations.
5. INSURANCE
The attached Insurance Checklist (which includes a section for the Insurance agent to fill-out)
and General Contract Form shall be completed and returned with the bid package. Successful
vendor shall provide certificate of insurance, as specified, prior to contract release by
Purchasing.
6. DRUG FREE WORKPLACE
All bidders must execute the enclosed Drug Free Workplace Affidavit to verify compliance
with TCA 50-9-113 and return same with bid response. Failure to comply with this
requirement will declare that bid non-responsive.
SECTION I - PURPOSE OF THE DRUG & ALCOHOL TESTING PROGRAM
The City of Johnson City recognizes its responsibility to provide safe and efficient operations
for our employees, our citizens and the general public. Our commitment to provide safe and
efficient operations is shown by the implementation of programs and procedures which ensure
compliance with appropriate safety measures, as well as the letter and intent of all applicable
laws and regulations. There is sufficient evidence to conclude that the use of illegal
drug/alcohol; drug/alcohol dependence and drug/alcohol abuse seriously impairs an
employee's performance and general physical and mental health. The illegal possession and
use of drugs, alcohol and/or narcotics by employees of the City is a crime in this jurisdiction
and is clearly unacceptable. Therefore, the City of Johnson City has adopted this written policy
to ensure an employee's fitness for duty as a condition of employment; to ensure the drug tests
and alcohol tests are conducted on safety-sensitive positions in the categories of: pre-
employment, random testing, suspicion testing, and return-to-duty testing.
To comply with TCA Title 50 Chapter 9 Part 1, all bidders and/or those proposing to do service
with the City must have a testing program of the same or better than the requirements of the
City of Johnson City.

7. STATE CONTRACTORS LICENSE
Bidder must be a licensed contractor in the State of Tennessee, as required by the Contractor's
Licensing Act of 1994, State of Tennessee. The attached "Contractors Envelope Form" must
be completed and attached to the outermost bid submittal envelope. A copy of Bidder's State
Contractor's License shall be included with bid package.
8. ADDENDA
In the event it becomes necessary to revise any part of this bid, addenda will be issued to all
known interested parties and posted on the City's website. It's the bidder's responsibility to
check prior to submitting. Any verbal communications are not be binding.
9. REQUIREMENTS FOR BIDS, REQUEST FOR PROPOSALS AND CONTRACTS
This Proposal, and any response to it, includes the City's "Requirements for Bids, Requests
for Proposals, and Contracts, etc." and the "Sealed Solicitation General Terms and Conditions"
attached hereto and set forth herein as if verbatim.
10. LICENSES, FEES AND PERMITS
The Contractor is responsible for furnishing the proper licenses, fees, and permits required by
law to do business in the City of Johnson City in completion of the requirements stated herein.
All work shall be done in accordance with the latest building codes, state and federal laws
relative to this project.
11. PROJECT SECURITIES
Bid Bond - Each bid shall be accompanied by a bid bond in the amount of not less than five
percent (5%) of total proposed amount. Bond shall be issued by a surety company licensed to
do business in the State of Tennessee. This bond is required as a guarantee that, if the bid is
accepted, a contract will be entered into and the performance thereof duly secured by an
approved performance and payment bond. If the successful vendor fails to execute required
contracts, the security will be forfeited. Bonds submitted by unsuccessful vendors can be
returned upon request after award of the contract.
The successful vendor will be required to furnish a Performance and Payment Bond in the
amount of one hundred percent (100%) of the contract price. Bond shall be issued by a surety
company licensed to do business in the State of Tennessee. Performance bonds must be filed
with the purchasing department within ten (10) working days after the contract has been issued.
In the event that the successful vendor fails to furnish payment and performance bonds and
execute a contract within the time period allowed, the bid bond deposit of the bidder shall be
retained by the city as liquidated damages and not as a penalty.

I. PROJECT DESCRIPTION
A. The City of Johnson City is seeking qualified licensed contractors to provide all labor, supervision, materials,
equipment, permits, tesng, safety measures, disposal, and related services necessary to construct a fully
operaonal sepc system for Keefauver Farm Park.
B. The project generally consists of:
1. Large subsurface sepc sewage disposal system
2. Tank and pump systems
3. Low pressure pipe dispersal systems
4. Grading and site restoraons
5. Electrical power and control systems
6. $50,000 Allowance for rock removal/replacement
C. The work shall be completed in accordance with:
1. TDEC Permit dated January 30, 2026
2. Approved engineered sepc system plans by Innovave Wastewater Soluons
3. Terms & Condions within this document
4. Applicable state and local regulaons

3. Installaon of effluent pumps and controls
4. Installaon of low pressure pipe (LPP) disposal fields
5. Installaon of distribuon valve assemblies
6. Installaon of all piping, fings, valves, and appurtenances
7. Installaon of all force mains and distribuon piping
8. Excavaon, trenching, bedding, and backfill operaons
9. Final e-ins and startup
10. Coordinaon with Owner for electrical service connecons
C. Tank & Pump Systems
1. Furnish and install sepc tanks as specified in the engineered drawings
2. Furnish and install dosing tanks as specified in the engineered drawings
3. Install pump systems, floats, controls, alarms, and associated piping
4. Install control panels and electrical
5. Ensure all tanks are waterght and installed to the manufacturer's specificaons
6. Provide an-flotaon measures where required
7. Install all risers, lids, and access components required for maintenance access
D. Low-Pressure Pipe (LPP) Dispersal Field
1. Install a low-pressure pipe dispersal system in accordance with TDEC-approved plans
2. Install all trenches, manifolds, pressure piping, and distribuon assemblies
3. Maintain required elevaons and trench spacing
4. Install all pressure heads, valves, and distribuon controls
5. Install all aggregate, geotexle materials, and related components required by design
6. Protect exisng site condions during installaon
E. Grading & Site Restoraon
1. Grade all disturbed areas following installaon
2. Stabilize disturbed soils
3. Remove construcon debris and excess materials
4. Restore disturbed areas to pre-construcon condion or beter
F. Electrical
1. Install pump control panels and connect all sepc system components internal to the system
2. Install electrical power to all systems, beginning with the circuit breaker and wiring from the nearby
restroom/pavilion building
3. Provide all low-voltage and control wiring associated with the sepc system equipment
4. Coordinate startup and tesng of pumps and controls

5. Provide any supplemental design required for perming or installaon, at no addional cost to Owner
G. Rock Excavaon
1. Provide normal excavaon as part of the lump sum bid
2. Include allowance stated above for rock removal, disposal, and suitable backfill
3. Any unused allowance amount will be credited to the Owner at project compleon
4. If rock is encountered:
a. Immediately nofy Owner
b. Provide esmated cost and schedule impact
c. Proceed only upon writen authorizaon from Owner
H. Final Clean-up
1. Remove all debris and excess materials from the site
2. Restore disturbed areas
3. Leave the project area clean and operaonal
IV. QUALITY ASSURANCE
A. All materials shall comply with:
1. TDEC requirements
2. Approved engineered design documents
3. Manufacturer specificaons
4. Applicable ASTM standards
5. Applicable plumbing and wastewater regulaons
B. Contractor shall:
1. Hold a valid annual license from TDEC for subsurface sewage disposal system installaon
2. Be properly licensed in the State of Tennessee
3. Have documented experience with large sepc system installaons
4. Have experience installing low-pressure pipe systems
5. Have experience with commercial/event facility wastewater systems
C. Owner reserves the right to request:
1. TDEC installer licensing documentaon
2. References for similar projects
3. Safety records
4. Project personnel qualificaons
V. SUBMITTALS
A. Submit the following construcon schedules, showing mobilizaon, compleon, and other crical milestones
1. Proposed project schedule, prior to start of construcon
2. Progress schedule, monthly at a minimum
