I. INTRODUCTION:
A. Overview
The Georgia Department of Transportation (GDOT), is soliciting bids from qualified firm(s) to provide
Demolition of Improvements, Structures, or other Encumbrances in the Right Of Way and/or Easement
Areas.
This solicitation seeks to identify potential firms to provide Demolition of Improvements, Structures, or other
Encumbrances in the Right Of Way and/or Easement Areas for the Scope of Services for the project
/contract identified in Exhibit I. All respondents to this solicitation are subject to instructions communicated in
this document, and are cautioned to completely review the entire solicitation and follow instructions carefully.
GDOT reserves the right to reject any or all bids and to waive technicalities and informalities at the discretion
of GDOT.
B. IMPORTANT- A RESTRICTION OF COMMUNICATION IS IN EFFECT FOR THIS PROJECT.
From the advertisement date of this solicitation until successful respondents are selected and the award is
made official and announced, firms are not allowed to communicate about this solicitation or scope with any
staff of GDOT including the Commissioner and GDOT Board Members, except for the submission of questions
as instructed in the solicitation, or with the contact designated in Invitation to Bid, Section V.B., or as provided
by any existing work agreement(s). For violation of this provision, GDOT reserves the right to reject the
submittal of the offending respondent.
C. Prohibition Against Collusive Bidding
Respondent shall not submit a bid that was made with a prior understanding agreement or connection with any
corporation, firm, or individual submitting proposals for the same project. The Respondent shall submit a bid
that is fair and made without collusion of fraud. Collusive bidding is a violation of Georgia and Federal Law and
such bidding can result in fines, prison sentences, and civil damage awards.
D. Certification
This solicitation is being conducted by the Georgia Department of Transportation under its authority to procure
services ancillary to the construction and maintenance of a public road (as defined in O.C.O.G.A 32-1-3 (24)
as provided for in O.C.G.A 32-2-61 (c) and (d) (1) (D).
E. Conflict of Interest
The Contractor agrees that all work done as part of the awarded Agreement will comply fully with the provisions
of Section 45-10-20 through 45-10-28 of the Official Code of Georgia Annotated relating to Conflicts of Interest
when trading with State of Georgia employees and officials .
F. Americans with Disabilities Act Guidelines
The State of Georgia adheres to the guidelines set forth in the Americans with Disabilities Act. Suppliers should
contact the Issuing Officer at least one day in advance if they require special arrangements when attending the
Bidders/Offerors' Conference (if any). The Georgia Relay Center at 1-800-255-0056 (TDD Only) or 1-800-255-
0135 (Voice) will relay messages, in strict confidence, for the speech and hearing impaired.
G. Drug-Free Workplace
GDOT, as policy, operates all facilities as a drug-free workplace, and requires that the labor force of the Bidder
be drug-free. The Drug-Free Workplace Certification is attached as EXHIBIT II.

If the Bidder is an individual, he or she hereby certifies that he or she will not engage in the unlawful
manufacture, sale, distribution, dispensation, possession, or use of a controlled substance or marijuana during
the performance of any contract resulting from this Invitation to Bid.
If the Bidder is an entity other than an individual, it hereby certifies that:
A drug-free workplace will be provided for the Bidder's employees during the performance of any contract
resulting from this Invitation to Bid; and
It will secure from any subcontractor hired to work in a drug-free workplace the following written certification:
"As a part of the subcontracting agreement with (contractor's name, subcontractor's name) certifies to the
contractor that a drug-free workplace will be provided for the subcontractor's employees during the performance
of this contract pursuant to paragraph 7 of subsection B of Code Section 50-24-3."
The Bidder hereby acknowledges this requirement, and asserts that the organization of the Bidder adheres to
such policy and practice. The Bidder acknowledges that it may be required to produce certificates affirming its
compliance of these requirements of drug-free workplace for duration of agreement term, at execution, or at
any time during the term of the agreement.
The Bidder may be suspended, terminated, or debarred if it is determined that:
1. The Bidder has made false certification hereinabove; or
2. The Bidder has violated such certification by failure to carry out the requirements of Official Code of
Georgia Section 50-24.
H. Small and Minority Business Enterprise
It is the policy of the State of Georgia that small businesses, female-owned businesses and minority businesses
have a fair and equal opportunity to participate in the State purchasing process. Therefore, the Department
encourages all small businesses, female-owned businesses and minority-owned businesses to compete for
contracts to provide services, and encourages consultant to solicit female-owned businesses and minority-
owned businesses in procuring sub-providers and suppliers. This desire on the part of the Department is not
intended to restrict or limit competitive bidding or to increase the cost of the work. The Department supports a
healthy free market system that seeks to include responsible businesses and provides ample opportunity for
business growth and development. Consultants and sub-providers who utilize qualified minority sub-providers
may qualify for a Georgia state income tax credits for qualified payments made to minority sub-providers. See
Official Code of Georgia Annotated (O.C.G.A.) O.C.G.A. Section 48-7-38.
The Georgia Department of Transportation has adopted a 15% overall annual goal for DBE participation on all
projects. This goal is not to be considered as a fixed quota, set aside or preference. The DBE goal can be met
by prime contracting, sub-contracting, joint venture or mentor/ protege relationship.

I. Project Requirements and Scope of Services
Under the terms of the resulting contract, the selected contractor will provide services for the GDOT Project
identified. The anticipated scope of work for the project/contract is included in Exhibit I. Compliance with all
pertinent regulations (State/Federal/Local/Industry) is required. It is the responsibility of the respondent to
obtain knowledge of rules and regulations relevant to the Scope of Work identified herein.

J. Contract Term and Type
GDOT anticipates one (1) award to one (1) firm, for the project/contract identified. GDOT will issue a purchase
order contract to the lowest, responsive, and responsible bidding firm. The purchase order will serve as the
official Notice to Proceed. It is GDOT's intention that the contract will remain in effect for thirty (30) days unless
modified in writing by GDOT with a purchase change order.
II. Selection Information
A. Selection Process
Once the deadline for bids has passed, all bids will be opened and reviewed to determine all mandatory
requirements have been addressed correctly. All bids which are identified as correctly addressing all mandatory
requirements will be reviewed and the total amount of the bid will be evaluated. The award will be made to the
bid deemed to be the lowest responsive and responsible bid.
B. Cost/Pricing
In the event of discrepancy(ies) between any unit prices and total bid prices, unit pricing shall prevail and
total bid price shall be adjusted to reflect the sum total of all unit prices.
C. Bonding Requirements
The winning firm will be notified in writing via email and must provide the required Performance and Payment
Bond within ten (10) business days of receiving the Notice of Intent to Award (NOIA). The Performance and
Payment Bond shall be provided to the Department in the amount of 100 percent (%) of the total bid price,
utilizing the Department's form, GDOT Form-SP404, Performance and Payment Bonds, effectively securing
the Contractor's obligations to perform the Services hereunder and to ensure that payments owed to
subcontractors approved by the Department are made with respect to performance of portions of the services.
If the Contractor does not provide the required Performance and Payment Bond form by the deadline, the
Contractor may be deemed "non-responsive" and the Department may rescind the award and purchaser order.
At that point, the next lowest bidder will be notified via e-mail of the Department's intent to accept the next
lowest bid and the ten (10) business day requirement to provide the Performance and Payment Bond will be
upheld.
D. Insurance Coverage Requirements
The winning firm will be required to provide a Certificate of Insurance from insurers rated at least A- by A. M.
Best's and registered to do business in the State of Georgia. The Contractor shall provide the following kinds
of insurance in the minimum amount of coverage set forth below, to cover all loss and liability for damages on
account of bodily injury, including death therefrom, and injury to or destruction of property caused by or arising
from any and all operations carried on and any and all work performed by the Contractor to this project, the
Contractor shall maintain liability insurance as follows: Workers Compensation (WC): Statutory coverage shall
be maintained for Worker's Compensation as required by the laws of the State of Georgia.

The Contractor shall require its sub-contractors to maintain Commercial General Liability insurance with
business automobile liability coverage with companies and limits as stated above. GDOT shall be named as
an additional insured and a copy of the policy endorsement shall be provided with the insurance certificate.
The Contractor shall procure the insurance policies at the Contractor's own expense and shall furnish GDOT
an insurance certificate listing the agency (GDOT) as the certificate holder. The insurance certificate must be
provided within ten (10) business days of receiving the purchase order from GDOT.
The insurance certificate must document that the liability coverage purchased by the Contractor includes
contractual liability coverage to insure the indemnity agreement as stated. In addition, the insurance certificate
must provide the following:
a. Name, address, signature and telephone number of authorized agents.
b. Name and address of insured.
c. Name of Insurance Company.
d. Description of coverage in standard terminology.
e. Policy number, policy period and limits of liability.
f. Name and address of State Agency as certificate holder.
g. Thirty (30) day notice of cancellation.
h. Details of any special policy exclusions.
Excess liability coverage may be used in combination with the base policy to obtain these limits.
E. Method of Communication
All general communication of relevant information regarding this solicitation will be made via the Georgia
Procurement Registry (GPR). All firms are responsible for checking the GPR on a regular basis for updates,
clarifications, bid tabulation, and announcements. GDOT reserves the right to communicate via electronic-mail
with the primary contact listed in the bid response document. Other specific communications will be made as
indicated in this solicitation.
F. Award
Lowest, Responsive and Responsible: Any award resulting from this solicitation will be made to the lowest,
responsive, and responsible bidding firm meeting all requirements.
G. Award Conditions
This solicitation and any bid submitted in response, regardless of whether the bid is determined to be the lowest
cost, is not binding upon GDOT and does not obligate GDOT to procure or contract for any services. Neither
GDOT nor any party submitting a bid will be bound unless and until the bid is mutually accepted by both parties.
GDOT will issue a Notice of Award announcing the awarded bidding firm. GDOT will issue a purchase order to
the awarded firm which will represent GDOT's acceptance of the selected Contractor.
III. Schedule of Events
The following Schedule of Events represents GDOT's best estimate of the Schedule that will be followed. All times
indicated are prevailing times in Atlanta, Georgia. GDOT reserves the right to adjust the Schedule as GDOT deems
necessary.

IV. Criteria for Evaluation of Bids
The bidding firm must be prequalified in the indicated Right of Way Property Management service class(es)
identified in Exhibit I in order to be evaluated and considered. All bid submittals will be pre-screened to verify that
the bidding firm is prequalified in the required service class(es) and that the subcontractor(s) is prequalified in the
required service class(es). GDOT's Right of Way Property Management prequalification listing will be utilized to
pre-screen the prequalification status of each bidding firm. Any bid submittal in which the bidding firm or the
subcontractor(s) prequalification requirements are not met will be disqualified from further evaluation and
consideration.
V. Instructions for Submittal of Bids
A. There is one (1) electronic bid submittal required. Bid submittal must include all completed and signed
exhibits in their entirety that are identified in Section VII and all completed and signed addenda. The
completed and signed bid documents must be legible. Bid submittal must be submitted in a PDF document
attached to an e-mail.
The bid submittal email subject line must follow the naming convention for electronic records as follows:

No bid submittals will be accepted after the time and date set for receipt.
All expenses for preparing and submitting responses are the sole cost of the bidder submitting the response.
GDOT is not obligated to any party to reimburse such expenses. All submittals upon receipt become the
property of GDOT. Labeling information provided in submittals "proprietary" or "confidential", or any other
designation of restricted use will not protect the information from public view. Subject to the provisions of the
Open Records Act, the details of the proposal documents will remain confidential until final award.
GDOT reserves the right, in its sole discretion, to waive any technicalities associated with this submittal if
deemed in the best interest of the State.
A public bid opening will not be held by GDOT. A bid tabulation will be posted to the GPR once bid evaluations
have been completed.
B. Questions and Requests for Clarification
Questions about any aspect of this solicitation, or the project, shall be submitted in writing via e-mail to Mckenzie
Mathison email MMathison@dot.ga.gov . The deadline for submission of questions relating to this solicitation
is the time and date shown in the (Schedule of Events- Section III above). From the issue date of this

solicitation until a successful bidder is selected and the award is made official and announced, respondents are
subject to the Restriction of Communication in Section I.B (above).
VI. GDOT Terms and Conditions
A. Statement of Agreement
With the submission of a bid, the respondent agrees that he/she has carefully examined the solicitation and
agrees that it is the respondent's responsibility to request clarification on any issues in any section of the
solicitation with which the respondent disagrees or needs clarified. The respondent also understands that
failure to mention these items during the question period will be interpreted to mean that the respondent is in
full agreement with the terms, conditions, specifications and requirements therein. With submission of a bid,
the respondent hereby certifies: (a) that this bid is genuine and is not made in the interest or on behalf of any
undisclosed person, firm, or corporation; (b) that respondent has not directly or indirectly included or solicited
any other respondent to put in a false or insincere bid; (c) that respondent has not solicited or induced any
person, firm, or corporation to refrain from sending a bid.
The respondent also understands that failure to provide required information may result in disqualification.
Failure to provide administrative information may not result in disqualification. At the Department's discretion,
the Department may notify the respondent that administrative information is not provided or there was an error
in the information provided, and the Department will allow a respondent to provide an update to the
administrative information. However, the exception to this is the provision of the required GEORGIA SECURITY
AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT, which by Georgia Law requires disqualification of the
response. The above changes mentioned to administrative information would be considered allowable as these
would be limited to changes which do not affect the information which will be used in the evaluation process.
Failure of a respondent to provide the specific exhibits will result in disqualification. Any respondent who
provides changes in addition to the information requested in the notice shall be subject to disqualification.
B. Sub-Contractors
Sub-Contractors shall generally be considered any team member which is performing any service which
typically requires prequalification. Sub-Contractor must be listed in the Bid Summary Form and is subject to all
terms and conditions in the Agreement.
C. Non-Discrimination
The Georgia Department of Transportation in accordance with Title VI of the Civil Rights Act of 1964 and 78
Stat. 252, 42 USC 2000d--42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle
A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all proposers that it will affirmatively ensure that any
contract entered into pursuant to this advertisement, minority business enterprises will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of
race, color, sex, or national origin in consideration for an award.
D. Submittal Costs and Confidentiality

GDOT reserves the right to cancel any solicitations where it is determined to be in the best interest of the
Department to do so. GDOT reserves the right to increase, reduce, add, or delete any item in this solicitation
as deemed necessary.
It is the responsibility of all firms interested in submitting a bid for this solicitation to routinely check the posting
on the Georgia Procurement Registry for any revisions to this solicitation.
F. Substitutions, Alternates, Exceptions, and Extensions
No substitutions or alternates will be accepted for this solicitation. Any respondent submitting substitutions or
alternates will be considered non-responsive and will not be considered for award.

VII. Post Bid Submittal Documents
The intended awardee will receive a Notice of Intent to Award with instructions via e-mail of the Department's
intent accept the Contractor's bid. The preferred method for returning this documentation is by email
however, hard copies of the documentation are required sent to the issuing officer at the address listed on
page one. The intended awardee must submit copies of the documents listed below to the Issuing Officer
referenced in Table 1, with original signatures and applicable required notary seals. The final award is
contingent on post bid submittals being received within 10 calendar days and sufficiently meeting the
Department's needs.
A. Required Insurance Coverage and Certificates of Insurance:
The Contractor shall, prior to the issuance of the PO, procure and maintain the insurance coverage listed in
Section II, Selection Information, Subsection D Insurance Coverage Requitements, which shall protect
the Contractor and GDOT (as an additional insured) from any claims for bodily injury, property damage, or
personal injury throughout the duration of the work, at the Contractor's own expense. The Contractor will not
be permitted to commence any work prior to the Department acceptance of insurance coverage. Failure to
retain insurance for the term of the performance of the Services will result in a cease of work and may be
grounds for termination.
B. Performance and Payment Bonds:
As required in Section II, Selection Information, Subsection C Bonding Requitements.
VIII. Solicitation Exhibits

EXHIBIT I
Scope of Services
1. Required Prequalification Service Classes
Prime Contractors are defined as the firm submitting the bid response and the firm with whom GDOT will contract.
The Team is defined as the Prime Contractor and their sub-contractor(s), who are considered team members. The
Prime Contractor must be prequalified in the Right of Way Property Management service class (es) identified below
in Section 5.A. The Prime Contractor or sub-contractor team members must be prequalified in the Right of Way
Property Management service classes identified below in Section 5.B. A copy of the prequalification form must
be provided for both the Prime as well as the Team at the time of bid submittal.

NOTE: The team must include team members, either prime or sub, which are prequalified in both service classes.
If a Prime or Sub-Contractor's prequalification will expire prior to the due date of this bid or if a firm has not been
prequalified by GDOT, documentation must be provided which shows that the firm has submitted its application for
prequalification prior to the bid due date. A copy of the prequalification form must be provided for both the
Prime as well as the Team at the time of bid submittal.

The work consists of the equipment, supervision, and all other services required for the complete demolition of the
structures identified and described in the Asbestos Inspection Reports. All improvements must be completely
demolished and removed from their present site. All demolition debris must be removed and disposed of properly
in an appropriate landfill or recycled in accordance with the provisions of the Georgia Comprehensive Solid Waste
Management Act of 1990 and the Georgia Rules for Solid Waste Management Chapter 391-3-4. The work will be
completed in strict accordance with the Technical Specifications.
The Georgia Environmental Protection Division (EPD) Project Notification Forms are required to be submitted by
the Contractor immediately once the Notice of Award is received. Work shall commence as soon as possible
following issuance of the Notice to Proceed. All work must be completed thirty (30) days following the Notice to
Proceed unless modified in writing by GDOT with a purchase change order. The EPD Notification filing is included
in the thirty (30) day period.
The work shall be completed as noted in the Demolition requirements within the Asbestos Inspection Report.
PENALTIES
As the construction schedule is critical for these project/parcel, the Contractor must begin work as soon as the
Performance and Payment Bond is provided to GDOT contract officer. If the work on a specific project has not
commenced within two (2) weeks providing the Performance and Payment Bond and the State Property Manager
deems that the work remaining cannot be completed by the completion date as established for that project, the
Department may terminate the contract.
