1. Description
The City of Johnson City desires to contract on an annual basis with a private agency or individual for
seasonal mowing, string trimming and litter collection services for public facilities, vacant lots, medians
and roadside areas throughout the City. The mowing season for this year will begin on or about April 1,
2026 and extend to approximately October 30, 2026. A list of areas and map of locations covered under
this contract can be found online at the web link below and are considered an integral part of this bid
document.

2. Pre-Bid Meeting
An optional pre-bid meeting will be held at the Street Division office at the City Service Center located at
209 Water Street on March 18, 2026 at 1:30 PM
The purpose of this meeting is to familiarize potential bidders with the locations (zones), work
requirements and insurance requirements for the contract. It is recommended that bidders visit the
various sites (zones) prior to the meeting so questions can be addressed then. Attendance at this
meeting is not required but highly recommended for all potential bidders. It is the responsibility of the
bidder to be informed of and understand the terms, conditions, and work requirements of this contract
when preparing their bid.
3. Work Requirements
A. General
The contractor shall furnish all labor, supervision, equipment, and materials to safely and
properly perform the litter collection, and the mowing and trimming operation. Litter pickup
shall be performed immediately prior to or concurrently with mowing. All trash and litter shall
be picked up, removed from the site and properly disposed of by the contractor. The contractor
must make every effort to avoid mowing over any trash. Should a contractor mow over trash,
he must complete a thorough cleanup of the area immediately or be subject to a penalty as
defined in Section 8 below.
B. Time, Frequency, and Schedule
Mowing, trimming and litter collection for all locations shall be completed during the season as
follows:
Start date through July 31st: weekly (7-day) cycle
August 1st - through end of season (est. November 15th): 10-day cycle
Frequency and/or the need for mowing of any or all mowing areas is subject to
change at any time and for any reason at the sole discretion of the City of Johnson
City.
The contractor shall submit a planned mowing, trimming, and litter collection
sequence for each cycle to the City of Johnson City for review. This sequence must
cover all areas within their mowing zone or interchange, and be generally adhered
to throughout the contract period. The City retains the right to modify any part of
the planned sequence, including dictating the starting point and/or end point, and
the entire plan is subject to their approval.
Any deviations from the approved sequence or schedule must be approved by the
City of Johnson City
Reasonable allowances will be made for inclement weather, but the contractor is
expected to make every effort to adhere to the specified time between cycles
No cycle shall begin less than the required 7- or 10-day interval from completion of
the last completed cycle unless specified by the City of Johnson City
In no case shall there be more than four (4) mowing cycles per month unless
approved in advance by the City of Johnson City.
Mowing shall be performed only during the hours of daylight Monday through
Saturday and from 12:00 p.m. until sunset on Sunday.
C. Guidelines
All sites are to be kept in a lawn-like appearance and care shall be taken to maintain
a uniform level of cut and avoid scalping.
The height of the mowing shall be between 3 and 4 inches unless otherwise directed
by the City of Johnson City
String trimming shall be done concurrently with mowing and shall be done as close
as practical to all fixed objects including all trees, shrubs, sign posts, utility poles,
utility structures, guardrails, curbs, hydrants, fences, ditch lines, drainage structures,
earth berms, delineators, bridge abutments, bridge piers, wildflower plots,
landscaped areas, and any other obstacle as required.
String trimming shall be performed along all sidewalk edges, joints, and curbs in
such a manner to provide a neat, clean edge.
String trimming shall include the front of the curb / gutter to the edge of
pavement so that no vegetation is present between the roads edge and the curb /
gutter.
String trimming shall include all areas within and around a ditch as well as around
pipe inlet/outlet structures
Slopes at bridge abutments and other steep areas not mowable with equipment
MUST be cut by hand each cycle.
Guardrails must be trimmed under and to 5’ behind
Fire hydrants will be trimmed 360 degrees around the hydrants at a minimum of a 2’
radius.
Limited use of herbicides shall be allowed on a per-location basis with prior approval
from the City of Johnson City.
The contractor shall not bale mowed vegetation under this contract.
Care shall be taken to avoid damage to the bark of trees and shrubs when trimming.
All walkways, residential roads (when applicable), pedestrian areas, and adjacent
private property are to be swept or blown clean of all grass clippings as soon as
practical after mowing or trimming.
Litter shall be collected prior to or during mowing to avoid being shredded and
strewn about.
Should a contractor mow over trash, he must complete a thorough cleanup of the
area immediately.
Fallen tree branches and other small easily movable obstructions shall be moved by
the contractor as needed and not “mowed around”
Any areas in which mowing is not possible due to immovable obstructions, excessive
existing vegetation (over 12” in height or 2” in diameter at beginning of season), or
that is too wet to mow with a mowing machine must be reported to the City of
Johnson City on the day encountered. Contractor shall be responsible for said areas
until reported.
String trimming and litter collection are still required in these areas to the maximum
extent possible until the area is dry enough to resume mowing with machines as
determined by the City of Johnson City.
Pruning of shrubs, hedges, tree limbs or other vegetation will be done by the City
and is NOT required as part of this contract.
All public facilities and areas containing landscaped beds must be mowed with a
mulching mower to ensure that grass clippings are kept out of the landscape beds.
Mowers must avoid driving through mulched areas in narrow places such as
medians with landscaping (W. Market St for example), parking lots and the
downtown parks. Contractor may be responsible for repair and/or replacement of
any damages to mulched areas
The contractor will be responsible to train their mowing crews in regard to all
locations within the quoted, and awarded zone. In the event that the contractor
has turnover within their crews, the contractor owner / superintendent has the
responsibility to train the replacements with locations, and City policies as stated
within this specification.
D. Equipment
Contractor shall provide a list of proposed equipment, with their bid, that is to be
used for this contract.
Prior to beginning work, the Contractor shall certify to the City that the equipment is
suitable for mowing at all locations designated herein, and that all equipment will
be maintained in safe operating condition at all times.
Any equipment that the City determines to be unsuitable for use or hazardous to
roadway users shall not be used.
Sufficient equipment and accessory items necessary for efficient operation and
completion of the cycle in the designated time shall be provided.
E. Warning Signs, Flagging, and Safety
Contractor must minimize risk exposure at all times while within the public road
right-of-way.
When mowing the center medians on major streets, proper advance warning signs
indicating mowers ahead will be placed by the contractor at each end of the work
area.
Flaggers may be required, and all needed safety precautions shall be taken, when it
is necessary for equipment to cross the main traffic lanes.
Contractors and their employees must wear high-visibility safety apparel meeting
the ANSI 107-1999 standard performance for Class 2 where posted speed is 50 mph
or less, and Class 3 where posted speed is 50 mph or greater at all times while
within the public road right-of-way.
4. Pricing
Bid pricing submitted shall be for one complete cycle of litter collection, trimming, and mowing
of each zone as listed on the Bid Form. Pricing must include furnishing all labor, equipment and
