ADVERTISEMENT FOR BIDS On behalf of the City of Lake Wales City Council, sealed bids for the reconstruction of streets within Lake Wales will be received until 2:00 P.M. on December 19, 2025, local time at the Lake Wales City Commission Chambers at the Municipal Administration Building, 201 W. Central Ave., Lake Wales, Florida 33853, at which time the bids will be opened and read aloud publicly. Bids shall be enclosed within a sealed envelope with the words "BID FOR LAKE WALES SIDEWALK IMPROVEMENTS PROJECT – PHASE II" and the Bidder's name to be clearly marked on the outside thereof. Bids received after said time will be returned unopened. Copies of the plans and specifications are on file and available for public inspection at the Lake Wales City Hall, 201 W. Central Ave., Lake Wales, FL, 33853 or may be obtained from the office of the Engineer, Chastain-Skillman/DCCM, 205 East Orange Street, Lakeland, Florida, 338010-4611, upon payment of $100, which includes sales tax, for each set. This fee is non-refundable. Set includes one printed copy and one CD containing PDF files. Contact the Engineer’s office at 863-646-1402, to obtain plans and specifications. Plans and specifications will be available beginning at 12:00 P.M. on November 19, 2025. The work of this contract generally consists of the construction of concrete sidewalks, approximately 1.25 miles total length for eight (8) streets within the city limits of Lake Wales, Florida. The Contractor shall construct concrete sidewalks to an average depth of 4 inches where indicated. The materials necessary shall be transported, placed, or disposed of by the Contractor. The project includes approximately Mobilization lump sum, Maintenance of Traffic lump sum, Contractor’s Quality Control lump sum, 1,35 square yards Demolition of Existing concrete, 8 each inlet protection systems, 8 each Mailbox Relocations, lump sum Tree/Shrub Removal, 14 each Manhole/Cleanout. Adjust Valve Boxes, Rims, Lids, 1,120 linear feet Concrete Curb and Gutter, 2650 square yards of 4”concrete sidewalk, 900 square yards of 6” sidewalks and driveways, 300 square feet of Detectable Warning Surfaces, 2000 square yards of Performance Turf Sod along the edge of the sidewalk, 6 each Sign, Posts Relocate, 1950 linear feet of Thermo., Std., White, 12” Striping for Crosswalks, 40 linear feet of Thermo., Std., White, Solid, 24” Striping for Stop Bars, and other associated miscellaneous items. The project shall be left in a neat and clean condition. All workmanship and materials shall be in conformance with the Florida Department of Transportation Standard Specifications for Road and Bridge Construction (2025-26) (excepting Division 1, Section 9 regarding fuel adjustments and Price Escalation) and the FY 2025-26 Standard Plans. A NON-MANDATORY Pre-Bid meeting will be held on December 1, 2025, at 2:00 P.M. local time in the Lake Wales City Commission Chambers at the Municipal Administration Building, 201 W. Central Ave., Lake Wales, Florida 33853. The Bid Bond, Public Construction bond and specified insurance are required to be secured from or countersigned by an agency of the surety or insurance company, which agency shall have an established place of business in Florida and be duly licensed to conduct business therein. The City reserves the right to waive informalities in any bid; to reject any or all bids in whole or in part, with or without cause; to adjust the quantities for budgetary purposes and/or to accept the bid that is judged to be in the best interest of the City.

General Conditions and Supplementary Conditions. Additional terms used in these
Instructions to Bidders have the meanings indicated below:
A. Issuing Office--The office from which the Bidding Documents are to be issued.
ARTICLE 2 - COPIES OF BIDDING DOCUMENTS
2.01 Complete sets of the Bidding Documents may be obtained from the Issuing Office in
the number and for the sum, if any, stated in the Advertisement for Bids.
2.02 Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner
nor Engineer assumes any responsibility for errors or misinterpretations resulting
from the use of incomplete sets of Bidding Documents.
2.03 Owner and Engineer, in making copies of Bidding Documents available on the above
terms, do so only for the purpose of obtaining Bids for the Work and do not authorize
or confer a license for any other use.
2.04 Bidder is required to purchase an original set of Bidding Documents to be considered
responsive.
