INVITATION TO BID

ITB24-016 GRAND BLVD MULTI-USE PATHWAY

The City of New Port Richey, Florida is seeking competitive bids from licensed contractors to provide all

construction items. This will include, but not limited to, labor; materials; paving; concrete placement,

pavement marking; sodding; placement of fill; milling/demolition of select concrete, asphaltic concrete,

pavement markings, base; and one-year warranty for the Grand Blvd Multi-Use Pathway as shown on the

project drawings.

Sealed bids for the ITB24-016 Grand Blvd Multi-Use Pathway addressed to the City of New Port Richey,

City Clerk's Office, 5919 Main Street, New Port Richey, FL 34652, will be received at City Clerk’s Office

until 2:00 pm Thursday, April 11, 2024. Any bids received after the time and date specified will not be

considered. The sealed bids will be publicly opened and read at 2:00 pm local time on Friday, April 12, 2024,

in the City of New Port Richey Council Chambers located at 5919 Main St., New Port Richey, FL 34652.

All interested parties are invited to attend.

The Project is located within the City of New Port Richey, Florida, along portions of Marine Pkwy, Craft

St, Gulf Dr, High St, and Grand Blvd as shown on the project plans. The Work is generally described as

furnishing all labor, materials, equipment, tools, transportation, services, and incidentals including one-

year warranty, necessary to provide the Owner with the items shown on plans and details for the Grand

Blvd Multi-Use Pathway. All work shall be in accordance with the construction drawings, specifications,

and contract documents.

Bid documents may be requested by contacting the Engineer of Record, Sydney Luzier, P.E. at Halff

Associates, Inc. (813) 497-4901. Drawings and specifications may be examined at the City of New Port

Richey Public Works Facility, 6132 Pine Hill Road, Port Richey, FL 34668 or at the office of the Engineer,

Halff Associates, Inc., 1000 N. Ashley Drive, Suite 900, Tampa, FL 33602, (813) 497-4901

(SLuzier@Halff.com).

To ensure that Bidders receive all addenda and/or clarifications to the Bid Documents in a timely manner,

it is mandatory that all bidders provide an e-mail to the Engineer of Record, Sydney Luzier, P.E.,

SLuzier@Halff.com, and obtain at least one set of Bid Documents from the Engineer to be eligible to bid

on this project. Addendum will be issued by e-mail; therefore, it is imperative that the bidder provide his/her

email to the Engineer of Record.

An electronic copy of the Bid Documents (.pdf format) may be obtained from Halff, upon payment of

$25.00. Printed hard copies of the documents together with a CD containing an electronic copy may be

obtained at the Engineer's office, upon payment of $100.00 per set. Checks shall be payable to Halff

Associates, Inc. Return of the Bid Documents is not required, and the amount paid for the Bid Documents is

non-refundable. Call (813) 620-4500 for further details to coordinate obtaining a set of Contract Documents.

Each bid must be submitted, in triplicate, on the prescribed Proposal forms and accompanied by Bid

Security on the prescribed form, payable to the City of New Port Richey, in an amount not less than 5

percent of the base bid amount. The outside of the envelope must be clearly marked with the bidder’s name

and full address along with “ITB24-016 GRAND BLVD MULTI-USE PATHWAY.” The successful

Bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the

Contract, as prescribed in the Contract Documents.

Before a Contract will be awarded for the work contemplated herein, the Engineer of Record will conduct

such investigations as is necessary to determine the performance record and ability of the apparent low

Bidder to perform the size and scope of work specified under this Contract. Upon request, the Bidder shall

submit such information as deemed necessary by the Engineer of Record to evaluate the Bidder’s

qualifications.

The City of New Port Richey reserves the right to reject all Proposals or any Proposal not conforming to

the intent and purpose of the Contract Documents, and to postpone award of the Contract for a period of

time which shall not extend beyond 90 days from the Proposal opening date. For further information or

Email all questions to the Engineer of Record, Sydney Luzier, P.E., SLuzier@Halff.com, by 5:00 PM on

Tuesday, March 26, 2024. A single response addressing all questions will be e-mailed to all bidders of

record by 5:00 PM on Tuesday, April 2, 2024. Each bid must be submitted, in triplicate, on the prescribed

Proposal forms.

Insurance coverage is required for this project. Prior to contract signing, the contractor must furnish

Certificates of General Liability, Vehicle Liability, and Workman's Compensation insurance in amounts

not less than $1,000,000 to the City. Contractor shall include Owner as additional insured party on the

Certificate of Insurance. All insurance coverage shall be written by companies licensed to do business in

Florida and shall be administered by a Florida registered agent.

In order to perform public work, the successful Bidder shall, as applicable, hold or obtain such Contractors'

and Business Licenses as required by state statues.

The right is reserved to reject all Proposals or any Proposal not conforming to the intent and purpose of the
