SCOPE OF WORK & BID SPECIFICATIONS

PROJECT DESCRIPTION
The City of Johnson City is seeking qualified licensed contractors to provide all labor, materials,
supervision, equipment, demolion, plumbing, structural support, resurfacing, le replacement,
and related services necessary to complete renovaons to the Freedom Hall Pool facility as per
these specificaons.
The project generally consists of:
* Replacement of skimmers and associated plumbing
* Replacement of main drains and associated plumbing
* Replacement of return inlets and return piping
* Filter room plumbing modificaons and repairs
* Swimming pool resurfacing
* Waterline and pool deck le replacement
* Racing lane and racing cross installaon
* Concrete demolion and replacement
* Confined space safety compliance within lower pool service area
* Structural support of plumbing systems
* Startup and commissioning services
The work shall be completed in accordance with the atached specificaons and all applicable
codes and standards.
PROJECT SPECIFICATIONS

1.01 PROJECT INFORMATION
A. Project Descripon
Renovaon of the Freedom Hall Pool facility including plumbing replacement, filtraon system
modificaons, resurfacing, and le replacement.
B. Site Visit
Mandatory pre-bid site visit June 12th 1pm - 4pm. Contractor's name must be on atendee list
to be eligible to bid.
C. Quesons
All quesons shall be submited in wring to the Purchasing Department no later than five (5)
business days prior to bid opening.
1.02 SCOPE OF WORK
Contractor shall furnish all labor, supervision, materials, equipment, permits, tools, disposal,
safety measures, and incidentals necessary to complete the project.
SECTION A - SWIMMING POOL PLUMBING
Skimmers
Contractor shall:
1. Remove ten (10) exisng skimmers and all associated exisng plumbing.
2. Saw cut and demolish concrete as required for installaon.
3. Install new commercial-grade skimmers connected to new plumbing systems.
4. Install reinforcing steel to ensure proper structural integrity.
5. Replace and restore concrete to encapsulate new skimmers.
6. Install new plumbing around pool perimeter connecng all skimmers.
7. Provide Schedule 40 PVC plumbing.
8. Structurally support all new plumbing systems.
9. Route plumbing back to the mechanical room.
10. Size plumbing appropriately to meet required flow rates and restricons.

Main Drains
Contractor shall:
1. Saw cut and demolish concrete required for removal of exisng main drains.
2. Remove exisng main drains and associated plumbing.
3. Install new 12" x 12" commercial pool main drains and plumbing.
4. Install Schedule 80 PVC plumbing.
5. Route plumbing back to the mechanical room.
6. Install reinforcing steel ulizing two-part epoxy anchoring systems.
7. Install Bentonite Water Stop systems to ensure waterght seal between new and
exisng concrete.
8. Install new concrete and allow minimum curing period prior to pool resurfacing
operaons.
Pool Returns
Contractor shall:
1. Core out thirty (30) exisng return inlets.
2. Install new return plumbing through pool walls ulizing Link-Seal systems or approved
equal.
3. Install new return plumbing connecng all return inlets.
4. Ulize Schedule 40 PVC plumbing.
5. Structurally support all new plumbing systems.
6. Route plumbing back to the mechanical room.
7. Properly size plumbing to meet required flow restricons.
SECTION B - FILTRATION ROOM PLUMBING
Contractor shall:

1. Remove unnecessary plumbing within filter room.
2. Replace skimmer and main drain valves.
3. Replace return line gate valves.
4. Replace cracked flanges and damaged fings.
5. Rework exisng plumbing and bracing to improve accessibility and operaonal
efficiency.
6. Provide all supports, hangers, anchors, and bracing required for completed installaon.
SECTION C - POOL RESURFACING & TILE REPLACEMENT
Contractor shall:
1. Sandblast exisng pool surfaces to remove exisng coangs.
2. Pressure wash and acid wash pool surfaces.
3. Sound test pool floor and walls to idenfy failed plaster or delaminated areas.
4. Repair cracked or damaged areas ulizing high-strength patching materials.
5. Apply cemenous bond coang system to ensure proper adhesion.
6. Install 12" to 5/8" of new standard plaster surface.
7. Install new pool deck and waterline le where missing or broken.
8. Install racing lane markings and racing crosses.
9. Fill pool and add startup chemicals during fill to harden surface and to remove metals of
fill water.
10. Perform cleanup and debris removal.
1.03 SPECIAL CONSIDERATIONS
1. Pool filling operaons shall be connuous once iniated.
2. Contractor shall coordinate startup procedures with Owner.
3. Contractor shall nofy Owner of water quality requirements prior to fill operaons.

4. Contractor shall protect newly installed plaster and finishes during curing and startup
operaons.
5. Contractor shall coordinate all demolion and construcon acvies to minimize
damage to exisng facility systems.
1.04 LOWER POOL SERVICE AREA CONFINED SPACE REQUIREMENTS
The Contractor acknowledges that porons of the Lower Pool Service Area and plumbing access
areas constute confined space and/or permit-required confined space environments as
defined by OSHA standards.
All plumbing, demolion, structural support, and repair work performed within these areas
shall fully comply with:
* OSHA 29 CFR 1910.146 - Permit-Required Confined Spaces
* OSHA 29 CFR 1926 Subpart AA - Confined Spaces in Construcon
* Tennessee OSHA (TOSHA) requirements
* All applicable federal, state, and local safety regulaons
Contractor responsibilies shall include:
1. Development and implementaon of a site-specific confined space entry program.
2. Idenficaon and designaon of all confined space work areas.
3. Connuous atmospheric monitoring where required.
4. Venlaon and air circulaon systems as necessary.
5. Permit-required confined space entry procedures.
6. Emergency rescue and retrieval procedures.
7. Designaon of competent confined space atendants and entry supervisors.
8. Employee training documentaon for confined space operaons.
9. Lockout/tagout coordinaon where applicable.
10. Maintenance of safe ingress and egress at all mes.
11. Compliance with all fall protecon standards.

12. Coordinaon of confined space operaons with Owner and facility staff.
The Contractor shall submit a confined space safety plan to the Owner for review prior to
mobilizaon.
Failure to comply with confined space requirements shall constute grounds for immediate
suspension of work.
1.05 MATERIAL REQUIREMENTS
All materials shall be commercial-grade and suitable for aquac facility use.
Requirements include:
* Schedule 40 PVC plumbing where specified
* Schedule 80 PVC plumbing for main drain systems
* Commercial pool fings and components
* High-strength concrete patching materials
* Bentonite water stop systems
* Cemenous bond coang systems
* Commercial-grade plaster or aggregate pool finish systems
* Corrosion-resistant supports and hardware
1.06 QUALITY ASSURANCE
Contractor shall:
* Be properly licensed in the State of Tennessee
* Have documented experience with commercial aquac facility renovaons
* Have experience with commercial pool plumbing systems
* Have experience with commercial pool resurfacing
* Coordinate work with Owner to minimize operaonal impacts
Owner reserves the right to request references for similar completed projects.

1.07 SUBMITTALS
Awarded Contractor shall submit:
* Product data
* Shop drawings
* Plumbing layout drawings
* Pool finish specificaons
* Tile samples
* Startup procedures
* Warranty documentaon
* Maintenance recommendaons
All submitals shall be approved prior to installaon.
1.08 WARRANTY REQUIREMENTS
Contractor shall provide:
General Warranty
* Minimum one (1) year labor and material warranty on all installed and repaired items.
Manufacturer Warranes
* All applicable manufacturer warranes shall apply.
Filtraon Equipment Warranty
* Filter vessels shall carry a minimum five (5) year warranty against defects in
crasmanship and materials.
Pool Surface Warranty Condions
For warranty coverage of the pool surface to remain valid:
* Proper water chemistry shall be maintained and documented.
* Proper operang water levels shall be maintained and documented.
* Contractor shall provide startup recommendaons and maintenance requirements to
Owner upon compleon.

1.09 FINAL CLEANUP
Contractor shall:
1. Remove all debris and excess materials from site.
2. Clean all work areas.
3. Leave facility in operaonal condion.
1.10 BIDDER RESPONSIBILITIES
By submission of bid, Contractor acknowledges:
* They have reviewed project specificaons
* They have inspected the site
* They understand exisng field condions
* They can complete work as specified
* They comply with all applicable codes and City procurement requirements

BIDDERS INSTRUCTIONS
1. PROJECT TIMEFRAME
Contractor must specify anticipated completion timeframe. Completion date for this project is
requested ASAP. This may be an award consideration.
2. JOBSITE CONDITIONS
Jobsite shall be kept clean and orderly. Any debris removal shall be disposed of in a legal
manner.
3. LICENSES, FEES, PERMITS
The Contractor is responsible for furnishing the proper licenses, fees, and permits required by
law to do business in the City of Johnson City in completion of the requirements stated herein.
All work shall be done in accordance with the latest building codes, state and federal laws
relative to this project.
4. CONTRACTOR PERFORMANCE
These specifications are not intended to be complete in every detail. Therefore, the Contractor
is expected to perform all work in a professional workmanlike manner in accordance with all
applicable City, State and Federal codes and regulations.
5. INSURANCE
The attached Insurance Checklist (which includes a section for the Insurance agent to fill-out)
and General Contract Form shall be completed and returned with the bid package. Successful
vendor shall provide certificate of insurance, as specified, prior to contract release by
Purchasing.
6. DRUG FREE WORKPLACE
All bidders must execute the enclosed Drug Free Workplace Affidavit to verify compliance
with TCA 50-9-113 and return same with bid response. Failure to comply with this
requirement will declare that bid non-responsive.
SECTION I - PURPOSE OF THE DRUG & ALCOHOL TESTING PROGRAM
The City of Johnson City recognizes its responsibility to provide safe and efficient operations
for our employees, our citizens and the general public. Our commitment to provide safe and
efficient operations is shown by the implementation of programs and procedures which ensure
compliance with appropriate safety measures, as well as the letter and intent of all applicable
laws and regulations. There is sufficient evidence to conclude that the use of illegal
drug/alcohol; drug/alcohol dependence and drug/alcohol abuse seriously impairs an
employee's performance and general physical and mental health. The illegal possession and
use of drugs, alcohol and/or narcotics by employees of the City is a crime in this jurisdiction
and is clearly unacceptable. Therefore, the City of Johnson City has adopted this written policy
to ensure an employee's fitness for duty as a condition of employment; to ensure the drug tests
and alcohol tests are conducted on safety-sensitive positions in the categories of: pre-
employment, random testing, suspicion testing, and return-to-duty testing.
To comply with TCA Title 50 Chapter 9 Part 1, all bidders and/or those proposing to do service
with the City must have a testing program of the same or better than the requirements of the
City of Johnson City.
