The City of Dunwoody ("Owner") is soliciting bids from firms interested in providing general
contractor services for the construction of a project known as Dunwoody City Hall Interior
Renovation ("Project").
1. GENERAL PROJECT INFORMATION
Project Description
The Dunwoody City Hall Interior Renovation Project will be the interior renovation of a portion of
the Dunwoody City Hall building located at 4800 Ashford Dunwoody Rd, Dunwoody, GA 30338.
The renovation area is approximately 2,292 sf in the North-West section of the building to add
new offices, a conference room, storage and admin spaces among others. The project will also
include changes to the mechanical, plumbing, electrical and low voltage systems.
Project Delivery Method
The delivery method for this Project will be design-bid-build. The Owner has employed the
services of Precision Planning, Inc. as the Design Professional and Comprehensive Program
Services, Inc. (CPS) as Program Manager and Owners Representative to help facilitate the
design and construction.
Construction Cost
The Project construction cost is estimated to be in the range of $255,000.
Project Schedule
The duration to complete construction is estimated at 4 months. (Note: All of the dates indicated
in this section are estimates and as such are subject to change.)
2. PROCUREMENT PROCESS ITB
Selection of the GC will be a one-step process. The lowest responsive bidder shall be awarded
the contract for the GC Services, subject to the terms of the Bidding Documents.
3. ITB SCHEDULE OF EVENTS
The following schedule represents the Owner's best estimate of the schedule that will be
followed. All times indicated are prevailing times in Atlanta, Georgia. The Owner reserves the
right to adjust the schedule as the Owner deems necessary.

To maintain a "level playing field", and to assure that all proposers receive the same information,
proposers are requested NOT to contact anyone other than the contact above until after the
award of the contract. Doing so could result in disqualification of the proposer.
Written responses to all written inquiries received by the outlined date and time in the Fact Sheet
will be posted on the City's Website under Business and Procurement Opportunities.
Proposers should periodically check the city's website for addenda and updates.
5. SUBMITTAL OF BID PACKAGE

The Bid Package must be submitted no later than Thursday, May 28, 2026, by 2:00 PM EST.
The Bid Package must be received at the address indicated above in a sealed envelope or
container marked "ITB 26-03, Bids for General Contractor Services - Dunwoody City Hall Interior
Renovation" and be delivered to the Owner by the stated deadline above. Include the Bidder's
company name, contact name and phone number on the submitting envelope or container.
No Bids will be received or accepted after the above specified date and time of the Bid opening.
Bids submitted after the designated date and time will be deemed invalid and returned unopened
to the Bidder. Bids submitted via facsimile or email shall be rejected.
Issuance of this ITB does not constitute a commitment on the part of the Owner to award a
Contract pursuant to this ITB. The Owner reserves the right to reject any and all Bids submitted
in response to this ITB, in whole or in part, for any reason, and to award a Contract pursuant to
this ITB or cancel this ITB if it is considered to be in the best interests of the Owner. The Owner
further reserves the right to make changes to this ITB at any time by issuance of written
addendum/addenda, amendment(s) or clarification(s). Addenda will be posted on the City's
Website under Business and Procurement Opportunities.
No Bidder may withdraw its Bid and must honor its Bid for 90 days after the actual date of the
opening thereof or until the City of Dunwoody executes a Contract, whichever is sooner.
Submittals must be on 8 12" x 11" paper.
6. FINALIST NOTIFICATION
Once all bids have been evaluated the firms will be notified of the results.
7. TERMS:
All respondents to this ITB are subject to instructions communicated in this document and
additional terms and conditions contained herein
Restriction of Communications
From the issue date of this (ITB) solicitation until a successful bidder is selected and the selection
is announced, bidder s are not allowed to communicate for any reason with any members of the
Owner's Rep, Owner, or the Architect, except for submission of questions as instructed in the
ITB, or during the bidder's conference (if applicable), or as provided by any existing work
agreement(s). For violation of this provision, the Owner reserves the right to reject the Bid of the
offending bidder.
Submittal Costs and Confidentiality
All expenses for preparing and submitting responses are the sole cost of the party submitting the
response. The Owner is not obligated to any party to reimburse such expenses. All submittals

upon receipt become the property of the Owner. Labeling information provided in submittals
"proprietary" or "confidential," or any other designation of restricted use will not protect the
information from public view. Subject to the provisions of the Open Records Act, the details of
the proposal documents will remain confidential until final award.
Award Conditions
This request is not an offer to contract. This request and any proposal submitted in response,
regardless of whether the proposal is determined to be the best proposal, is not binding upon
The City of Dunwoody and does not obligate The City of Dunwoody to procure or contract for any
services. Neither The City of Dunwoody nor any party submitting a response will be bound unless
and until a written contract mutually accepted by both parties is negotiated as to its terms and
conditions and is signed by The City of Dunwoody and a party containing such terms and
conditions as are negotiated between those parties. The Owner reserves the right to waive non-
compliance with any requirements of this ITB and to reject any or all Bids submitted in response.
Upon receipt and review of responses, the Owner will determine the party(s) and proposal that
in the sole judgment of the Owner is in the best interest of the Owner (if any is so determined),
with respect to the evaluation criteria stated herein. The Owner then intends to conduct
negotiations with such party(s) to determine if a mutually acceptable contract may be reached
and in the course of doing so may use ideas expressed in any proposal.
Reciprocal Preference Law
For the purposes of evaluation only, a bidder that resides in the State of Georgia will be granted
the same preference over bidders that reside in another State in the same manner, on the same
basis, and to the same extent that preference is granted in awarding bids for the same goods or
services by such other State to bidders that reside therein. For the purposes of this law, the
definition of a resident bidder is one who maintains a place of business with at least one employee
inside the State of Georgia. A P.O. Box address will not satisfy this requirement.
Statement of Agreement
With submission of a bid, the Bidder agrees that he/she has carefully examined the Invitation to
Bid, and the Bidder agrees that it is the Bidder's responsibility to request clarification on any
issue(s) in any section of the Invitation to Bid with which the Bidder disagrees or needs clarified.
The Bidder also understands that failure to mention these items in the proposal will be interpreted
to mean that the Bidder is in full agreement with the terms, conditions, specifications and
requirements in the therein. With submission of a bid, the Bidder hereby certifies: (a) that this
bid is genuine and is not made in the interest or on behalf of any undisclosed person, firm, or
corporation; (b) that Bidder has not directly or indirectly included or solicited any other Bidder to
put in a false or insincere bid; (c) that Bidder has not solicited or induced any person, firm, or
corporation to refrain from sending a proposal.
8. GENERAL INFORMATION
No Bid received after said time or at any place other than the time and place as stated in the
notice shall be considered. No responsibility shall attach to the City of Dunwoody for the
premature opening of a Bid Package not properly addressed and identified.

Withdrawal of Bid
A bidder may withdraw his Bid before the Bid due date, without prejudice to the bidder, by
submitting a written request of withdrawal to the Procurement Department.
Rejection of Bid
The City of Dunwoody may reject any and all Bids and must reject a Bid of any party who has
been delinquent or unfaithful in any formal contract with the City of Dunwoody. Also, the right is
reserved to waive any irregularities or informalities in any Bid Package in the proposing
procedure. The City of Dunwoody shall be the sole judge as to which Bid Package is best, and
in ascertaining this, will take into consideration the business integrity, financial resources,
facilities for performing the work, and experience in similar operations of the various bidders.
Statement of Experience and Qualifications
The bidder may be required, upon request, to prove to the satisfaction of the City of Dunwoody
that he/she has the skill, experience, necessary facilities and ample financial resources to
perform the contract(s) in a satisfactory manner and within the required time. If the available
evidence of competency of any bidder is not satisfactory, the Bid of such bidder may be rejected.
The successful Bidder is required to comply with and abide by all applicable federal and state
laws in effect at the time the contract is awarded.
Non-Collusion Affidavit
By submitting a Bid, the bidder represents and warrants that such Bid is genuine and not sham
or collusive or made in the interest or in behalf of any person not therein named, that the Bidder
has not directly or indirectly induced or solicited any other Bidder to put in a sham Bid, or any
other person, firm or corporation to refrain from bidding and that the bidder has not in any manner
sought by collusion to secure to that bidder any advantage over any other bidder.
Interest of
By submitting a Bid, the bidder represents and warrants that an Elected Official, Administrator,
employee, nor any other person employed by the City of Dunwoody has, in any manner, an
interest, directly or indirectly, in the Bid or in the contract which may be made under it, or in any
expected profits to arise there from.
Proprietary Information
Careful consideration should be given before submitting confidential information to the City of
Dunwoody. The Georgia Open Records Act permits public scrutiny of most materials collected
as part of this process. Please clearly mark any information that is considered a trade secret, as
defined by the Georgia Trade Secrets Act of 1990, O.C.G.A. 10-1-760 et seq., as trade secrets
are exempt from disclosure under the Open Records Act. The City of Dunwoody does not
guarantee the confidentiality of any information not clearly marked as a trade secret.
Documents deemed part of the Contract
The notice, invitation to bidders, general conditions, and instructions for bidders, special
conditions, drawings, Bids, and addenda, if any, will be deemed part of the contract.
A sample of the AIA standard contract is part of the front-end documents of the Specs provided
by this ITB. An official contract will be negotiated following award recommendation.

Contract Term
The Contract Term is anticipated to be 4 months.
Qualifications of Offerors
Bidders must provide a current business license from their home office jurisdiction with the
submittal of their bids. Dunwoody vendors doing business in the City of Dunwoody must have a
current Dunwoody Business License.
Bids from any offeror that is in default on the payment of any taxes, license fees, or other monies
due to City of Dunwoody will not be accepted.
Insurance
The Company shall maintain in full force and effect the following insurance during the term of the
Agreement.
Coverage Limits of Liability
Commercial General $1,000,000 each occurrence
$2,000,000 aggregate
Workers' Compensation $1,000,000 each accident
$1,000,000 each employee
$1,000,000 policy limit
Professional Liability $1,000,000 per claim
$1,000,000 aggregate
Automobile Liability $1,000,000 combined single limit
Excess Umbrella Liability $10,000,000 each occurrence
$10,000,000 aggregate
All insurance shall be provided by an insurer(s) acceptable to the City of Dunwoody and shall
provide for thirty (30) days prior notice of cancellation to the City of Dunwoody. Upon contract
award, Contractor shall deliver to the City a certificate or policy of insurance, within ten (10) days
after execution of the Agreement, and shall maintain all required insurance in full force throughout
the term evidencing Contractor's compliance with this paragraph. Contractor shall abide by all
terms and conditions of the insurance and shall do nothing to impair or invalidate the coverage.
All coverage must be placed with insurers licensed to do business in the State of Georgia, with
an A.M. Best rating of a 6 or higher, and otherwise acceptable to the City. The City of Dunwoody,
together with its affiliated companies and its officers, directors, and employees, shall be named
as Additional Insured by endorsement on the Commercial General Liability, Automobile Liability,
and Umbrella/Excess Liability policies.
Copies of all required endorsements shall be provided upon execution.
Such insurance shall be primary and non-contributory.
The Certificate Holder shall read: City of Dunwoody, 4800 Ashford Dunwoody Road, Dunwoody,
GA 30338.
