Sealed Bids for furnishing all materials, labor, tools, equipment, and appurtenances necessary for
the construction of the Basin K2C Sanitary Sewer Rehabilitation Project ITB#6908 will be received
by the Owner at the Office of the Purchasing Director, 209 Water Street, Johnson City,
Tennessee 37601, until 2:00 p.m., local time, on June 24, 2026, and then, at said office, publicly
opened and read aloud. The Bid Opening will be a virtual Bid Opening link is provided below.
A Non-Mandatory Pre-Bid Conference will be held via Zoom on June 10, 2026, at 2:00 PM local

The Project consists of the installation of a Cured-In-Place Pipe (CIPP) liner into approximately
nine thousand (9,000) linear feet of 8-inch, 10-inch, and 12-inch sanitary sewer pipe and
approximately forty (40) CIPP lateral repairs. Also included in the project is two hundred eighty
(280) linear feet of 8-inch diameter Ductile Iron Pipe mainline open cut replacement, three
hundred (300) linear feet of 8-inch diameter Polyvinyl Chloride Pipe mainline open cut
replacement, and six (6) open cut mainline point repairs. Lastly, there are approximately four
hundred (400) vertical feet of manhole lining with a polymer or epoxy-based liner and four (4) new
manholes. The scope of the project will include all bypass pumping, pipe preparation, pre-lining,
and any necessary tools or equipment required to complete the jobs according to the
specifications. The allotted time for construction is 180 calendar days for substantial completion,
and 210 days for final completion.
Bidders must request an electronic set of Bidding Documents from LJA Engineering, Inc. in order
to submit a bid. Electronic copies of the Bidding Documents may be ordered at the office of the
Engineer by calling (865) 328-3141 or by emailing Vickie Wilhite at vwilhite@lja.com. Contact
information for common plan holders is listed in the table below; however, neither Owner nor
Engineer will be responsible for full or partial sets of Bidding Document including any Addenda.

Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the
Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as
principal and having as surety thereon a surety company licensed to do business in the State of
Tennessee and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five (5%)
percent of the Bid.
Requests for information (RFI's) or clarification shall be sent in writing via email to Vickie Wilhite at
vwilhite@lja.com. RFI's will be accepted until 12:00 PM ET on June 18, 2026. No responses will
be provided for RFI's received after this time. No responses will be provided for requests made via
any method other than that indicated above. Responses to RFI's will be sent to all plan holders by
12:00 PM ET time on June 22, 2026.

The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid
in response to this Invitation to Bid.
The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond
and Payment Bond each in the amount of 100 percent of the Bid.
No Bid will be opened unless the outside of the sealed envelope contains the completed
Contractor's Envelope Form.
The Owner reserves the right to reject any or all Bids, to waive informalities and to accept the bid
deemed favorable to the interest of the City of Johnson City.
