B Force Main Project
City of Johnson City, Tennessee
The City of Johnson City is accepting bids for the B Force Main Project. The project
will include, but not necessarily be limited to the installation of approximately 14,000 linear feet
of 30-inch ductile iron pipe sewer force main and 2,400 linear feet of 24-inch diameter PVC
gravity sewer and all other items necessary for a complete and functioning system. Refer to Bid
Proposal section 00300 for specific quantities.
The bids will be received until 2:00 P.M. April 29, 2026, at the Office of the Director of
Purchasing of the City of Johnson City at 209 Water Street. All bids shall be publicly opened and
read aloud at 2:00 P.M the same day through a Zoom Online Meeting. Any bids received after the
scheduled opening will not be considered.

Technical specifications, drawings, bid forms and contract documents are on file in the
Office of the Director of Purchasing, 209 Water Street, Johnson City, TN. Bidding documents
will be issued until the time set for opening bids.
Plans will be transferred through Info Exchange in .pdf format, no paper plans. Bidders
must request an electronic set of Bidding Documents in order to submit a bid.

Bids may be held for a period not to exceed ninety (90) days from the date of the bid
opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior
to awarding of the contract. No bidder may withdraw their bid within ninety (90) days after the
actual opening of the bid thereof.
No bid will be opened unless the outside of the sealed envelope contains the completed
Contractor’s Bid Envelope Form.
Each bid shall be accompanied by a bid bond in the amount equal to five percent (5%) of
the amount bid. This bid bond is required as a guarantee that, if the bid is accepted, a contract will
be entered into and the performance thereof duly secured by an approved performance bond.
The successful bidder will be required to furnish an acceptable Performance Bond and a
Payment Bond in the amount of one hundred percent (100%) of the contract price, each bond.
Surety companies executing Bonds must appear on the Treasury Department's most current list
(circular 570) as amended and be authorized to transact business in the State of Tennessee.
The project herein described is to be substantially completed within 450 calendar days from
the date of the Notice to Proceed with final completion 30 days thereafter. Liquidated damages
for delay of completion of contract work will be assessed at $500.00 per Calendar Day.
The City of Johnson City reserves the right to waive any informality in or to reject any or
all bids, and to accept the bid deemed favorable to the interest of the City of Johnson City.
