Contract Islamic Religious Services Opportunity:
Background: The Ohio Department of Rehabilitation & Corrections (ODRC), as established under House Bill 494, with responsibilities defined in Ohio Revised Code 5120 oversees the supervision of about 45,000 offenders in Ohio at 28 state prisons, which includes 3 prisons operating as private prisons, contracted to the agency. The institutions vary in level of security and include correction reception centers, correctional camps, and pre-release centers. The mission of ODRC is to reduce recidivism among those we touch. Islamic Imam Contract Posting
The Ohio Department of Rehabilitation & Correction is seeking the services of a protestant religious services provider to perform the duties of an Islamic contract Imam at Toledo Correctional Institution.
Responses to this Request for Proposal are to be submitted via OhioBuys.

SCOPE OF SERVICES
The independent contractor agrees to provide the following services as listed below and/or as described in the request for Proposal (List all the service to be rendered; if more room is needed, attach continuation page):
Congregational Prayer:
• Conduct well-prepared meaningful periods of worship; congregated activities (Jumah prayer, Zuhr prayer and two Eid prayers annually) 5 per week at $51.50 per service ($13,390 annually).
• Ta’leem: 5 per week at $56.65 per class $14,729 annually. For incarcerated Individuals in ERH, PC, GP. Contractor must plan and organize classes, group discussions, selected media, and forums.
• Pastoral Care and Program Administration: $92.70 per week ($4,820.40 annually). Establish a weekly pastoral care routine to provide individuals religious services to incarcerated people in special units, TPU, ERH Extended Restrictive Housing, PC (Protective Custody), and other specialized services. Plan and coordinate Ramadan, 2 Eid Prayers, $200 dollars per Islamic Holiday (Ramadan, 2 Eid Prayers); make referrals to appropriate institutional services; monitor and distribute religious literature and/or materials.
• Ramadan Programing, Eid-ul-Fitr Programming, Eid-ul-Adha Programming $206.00 per program annually ($618.00)
• Complete monthly reports and submit them to the Deputy Warden of Special Services (DWSS) and DRC Religious Services Administrator, no later than the 5th of the following month.
• Meet with the DWSS as needed and attend the Annual Mandatory Contractors Religious Services Meeting.
• Specialized Services: The Muslim Religious Services Provider will conduct funeral services for Muslim incarcerated people, washing, shrouding, burial, and prayer for the incarcerated person (as needed); $250.00 billed to the institution.
• If the contractor has US work permit, the permit must be at the time the contract is signed; and will be checked every six months from the expiration date listed.
• With this structure, the contractor agrees not to exceed $33,557.00 per year.
Candidates applying must be in good standing with his or her denomination. The candidate selected will be subject to a background check and must undergo institutional orientation as well as specialized training under the Prison Rape Elimination Act (PREA) and will be subject to a background check. The selected candidate must be willing to accept that a prison is a potentially hazardous environment.
The candidate selected will be expected to coordinate his or her activities with the institutional Chaplain under the overall direction of the Deputy Warden of Special Services (DWSS). Monthly reports of services rendered must be submitted to the DWSS each month and attendance at the yearly ODRC Religious Services meeting is required.
