The AFTC Installation Operational Contracting Division (AFTC/PZIOAD), 308 West D Avenue Eglin AFB, FL 32542 intends to award a sole sourcE, Firm-Fixed Price contract to Dragoon ITCN. 900 Senate Dr, Dayton, OH 45459, Cage: 1NEY5. This acquisition is to provide upgrade hardware and software for the Countermeasure sequential timing and amplitude tester -CSTAT. The anticipated award date is 08 July 2025.

This requirement is for: Update hardware and software for the countermeasure sequential timing and amplitude tester-CSTAT, provide updates to the collector and tester front plate to incorporate the new cannon plug style cables for improved interface between the collector and tester. The contractor shall provide MIL-STD 1553 cables outfitted with cannon plugs to be connected to the collector and up-to four testers per cable assembly.

This equipment will be upgraded by the vendor and returned to the government at the conclusion of the vendor’s work. The vendor will provide the 118 interface cables to the government as part of the contract.

The statutory authority which permits sole source for this acquisition is 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901), as implemented by FAR 13.501. This authority is supported by an approved FAR subpart 13.5 Sole Source Justification. It is the Government's intent to proceed with this sole source action. The applicable NAICS code is 334515. The size standard as defined by the U.S. Small Business Administration is 750 employees.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 12:00 pm CDT on 01 Jul 2025 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services.
