INVITATION TO BID – WPCP MAINTENANCE BUILDING ROOF REPLACEMENT (WQ-CIP-26-01)
The Western Virginia Water Authority (Authority) will receive sealed Bids for the WPCP Maintenance Building Roof Replacement at the Roanoke Regional WPCP, 1502 Brownlee Ave. SE, Roanoke, Virginia, 24019, until 2:00 p.m. local time on Thursday, October 9, 2025, at which time the Bids received will be publicly opened and read aloud.
Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond.
Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.

Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above.
Total roof area is approximately 15,000 square feet (contractors to verify exact dimensions). Remove and replace existing roof and replace with white TPO style roofing. All existing insulation will be removed down to concrete decking and replaced with insulation in kind (same thickness and taper). New roofing and insulation will be fully adhered with glue. All skylights will be removed and patched over with ¾” fire rated plywood.  Underside of skylights will not be patched (existing holes in concrete deck will remain). All roof penetrations and transitions will be flashed using appropriate materials. A manufacturer’s warranty of no less than 20 years will be provided to the owner (WVWA). There are no plans for the project other than provided sketch.

A non-mandatory pre-bid conference will be held on Monday, September 22, 2025 at 1:00 p.m. on-site at the Roanoke Regional Water Pollution Control Plant, located at 1502 Brownlee Avenue, S.E. Roanoke, VA 24019. Attendance at the pre-bid conference is encouraged but is not mandatory.
Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
