RESIDENTIAL SOLID WASTE COLLECTION & DISPOSAL SERVICES, INCLUDING THE COLLECTION AND PROCESSING OF RECYCLABLES

The City of Twin Falls, Idaho is seeking proposals for residential solid waste and disposal services, including the potential for the collection of recyclables. The City currently provides curbside collection of solid waste, recyclables, and yard waste to 16,747 residential dwelling units and 3,653 extra carts (number of customers in January 2025). Curbside is defined as the edge of the roadway or alleyway within the right-of-way in public and non-public roadways and alleyways. The City does not provide these services to multi-family residential units (defined as three or more units), commercial, and industrial establishments that are large-quantity producers of solid waste.

SEALED BIDS will be received by the City of Twin Falls, Idaho, until November 20, 2025, at 2:00 PM, for the following: RESIDENTIAL SOLID WASTE COLLECTION & DISPOSAL SERVICES, INCLUDING THE COLLECTION AND PROCESSING OF RECYCLABLES

Each bid shall be enclosed in a sealed envelope bearing the title “residential solid waste collection services” with the name and address of the bidder. Each bidder shall submit three (3) copies of their bid, and each shall bear original signatures on all bid forms. Correct and timely delivery of the bid is the sole responsibility of the bidder. All bids shall be addressed to:

Bids received after 2:00 PM on November 20, 2025, will not be accepted. The bid opening will be held at that time in the City Hall Conference Room, located at 203 Main Avenue East in Twin Falls, Idaho. All interested parties are invited to attend the bid opening.

The bid shall be accompanied by a bid bond certificate or cashier’s check in the amount not less than five percent (5%) of the total amount (of the proposed annual fee that would be assessed).

Bid Specifications and instructions for bids are available at City Hall, 203 Main Avenue East, Twin Falls, Idaho and may be obtained from the City of Twin Falls, Monday through Friday, 8:00 AM to 5:00 PM beginning on October 23, 2025 at City Hall or by visiting the City’s website at www.tfid.org.

The City of Twin Falls reserves the right to reject all bids or any bid not conforming to the intent, purpose and bid specifications; any bid not in compliance with all prescribed public bidding procedures and requirements; to reject for good cause any proposal upon the City’s finding that it is in the public’s interest to do so, and; and to waive irregularity in the bids and/or bidding.
