ADVERTISEMENT FOR BIDS
PLAINS ROAD WATER MAIN EXTENSION PROJECT
-5,200 LINEAR FEET
The Town of Coventry, Connecticut is seeking sealed bids for furnishing all labor, tools, materials
and equipment required for the Plains Road Water Main Extension Project, -5,200 Linear Feet,
which includes installation of 6-inch dia. water main, gravel access road, 78-inch dia. culvert, and
1-inch dia. domestic water service connections to 5 residences. Said project is funded partially by
the State of Connecticut Drinking Water State Revolving Fund.
Sealed bids will be received by the Town Manager's Office, 1712 Main Street, Coventry, CT 06238
on Thursday May 14, 2026, until 12:00 P.M., local time, after which no further bids will be
accepted, and at which time the sealed bids will be publicly opened and read.
The lssuing Office is Action Blueprint at 284 Broad Street, Manchester, Connecticut. Contact by
phone 860-647-1223 or by email orders@actionblueprint.com for details. Prospective Bidders
may obtain copies of the Bidding Documents from the lssuing Office as described below.
All orders must be placed by phone or email ONLY. Pick up will be arranged by the time of order-
ing. Printed copies of the Bidding Documents will be made upon payment of a non-refundable fee
of $115.00 for each set. Checks for Bidding Documents shall be payable to "Action Blueprint".
There will be an additional charge for mailing to be determined at the time of contact. To receive
the documents via package services, send a completed pre-paid pickup label from UPS to the
lssuing Office. PDF copies are available upon request after the receipt of the non-refundable fee.
The date that the Bidding Documents are transmitted by the lssuing Office will be considered the
Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be
available from the lssuing Office. Neither Owner nor Engineer will be responsible for full or par-
tial sets of Bidding Documents, including Addenda if any, obtained from sources other than the
lssuing Office.
Form 818 Standard Specifications and Supplemental Specifications may be obtained via the Con-
necticut Department of Transportation's website.
All Proposals must be on the forms furnished in Section B of this manual.
Each bidder shall hold a current Prequalification Certificate for a designated classification from
the Department of Administrative Services (DAS), and a copy of bidder's DAS Prequalification
Certificate and Update (Bid) Statement must be submitted with their bid. Additionally, any sub-
contractor whose subcontract exceeds $500,000 may perform installation or construction work as
a subcontractor on the project, provided that at the time of the bid submission, the subcontractor is
prequalified by DAS in accordance with CGS Section 4a-100.
Each Bidder must deposit with his/her bid a certified check, or a bid bond, for not less than ten
percent (10%) of the bid as provided in the Information for Bidders and Section B.
THIS CONTRACT IS SUBJECT TO STATE SPENDING ALLOCATION GOALS AND
CONTRACT COM- PLIANCE REQUIREMENTS.
This contract is subject to state contract compliance requirements, including non-discrimination
statutes and spending allocation goals. State law requires a minimum spending allocation goal
of twenty-five (25%) percent of the state funded portion of the contract be set aside for award
to subcontractors holding current certification as Small Business Enterprises (SBE) from the
Connecticut Department of Administrative Services. A minimum spending allocation goal of
6.25% of the state-funded portion of the contract shall be set aside for award to subcontractors
holding current DAS certification as Minority, Woman, and/or Disabled-owned Business En-
terprises (M/W/DSBE). The contractor must demonstrate good faith effort to meet these spend-
ing allocation goals.
The attention of the Bidders is called to the requirement for minimum wage rates to be paid under
this Contract.
The right is reserved to reject any or all bids in whole or in part, to award any item, group of items,
or total bid and to waive any informality or technical defects, if it is deemed to be in the best
interest of the Town of Coventry.
No Bidder may withdraw their bid within ninety (90) days after the actual date of the opening
thereof.
CONTRACTORS that find discrepancies and/or errors in or between plans, specifications, quan-
tities and other matters, must immediately notify in writing not less than seven (7) business days
before the scheduled bid opening the.Town Engineer, Todd Penney, P.E., at 1712 Main Street,
