INVITATION TO BID – ORDER & CORROSION CONTROL CHEMICAL SUPPLY The Western Virginia Water Authority (WVWA or Authority) is requesting sealed bids for odor and corrosion control chemical treatment products for use in municipal wastewater collection systems. The attached scope of work and specifications are submitted for your review and proposal consideration.
Sealed bids will be received until 2:00 PM (local prevailing time) on November 21, 2025. Bids must be submitted electronically through eVA. Electronically submitted bids are sealed and will remain inaccessible until the published bid opening date and time. No bids will be accepted after the closing time; the eVA system will automatically prevent late submissions.
Bidders are responsible for:
• Completing all pricing and signature forms, and
• Acknowledging all addenda issued through eVA.
It is the sole responsibility of the bidder to ensure that their bid is submitted on the eVA website by the specified date and time. The Bid Form and Contract Signature Page must be completed and signed at the time of submission.
The work is generally described as: The Supplier shall provide product delivery, storage considerations, feed system support, technical consultation, and field service assistance as necessary to maintain effective odor and corrosion control within the Authority’s service area.
Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.
It is the responsibility of the Bidder to check the Authority’s website for any addenda that may be issued prior to the Bid Opening. Bidder must acknowledge all issued addenda on Bid Form. Failure to do so may be grounds for rejection of the bid.
Bidders are referred to the Code of Virginia, Public Procurement Act § 2.2-4300 et seq. to review the process for competitive sealed bidding.
If a contract is awarded, the successful bidder(s) shall enter into a one-year contract, with the option to renew the contract for up to two (2) additional one-year periods, for a maximum contract term of three (3) years. The Authority/Owner reserves the right to exercise or not exercise renewal periods. The agreement shall be executed within thirty (30) days of the bid opening.
It is not the intent of the specifications to be proprietary or to exclude any manufacturer or dealer. Any brand names used in these specifications are for comparison only. Deviations and/or alternates will be given consideration if they are considered to be suitable and acceptable for comparison. Any deviations or alternates must be submitted, in writing, and clearly identified in the bid. Deviations or alternates discovered after bid award or material receipt, not stated in the bid, shall be grounds for disqualification and nullification of the order.
