The City of Florence is accepting sealed bids from licensed and qualified contractors for the
Morningside Road Resurfacing.
CONSTRUCTION TIME LIMIT: 30 Consecutive Days
PROJECT SCOPE: The project will consist of approximately 1,657 SY of asphalt resurfacing
along Morningside Road.
BID OPENING DATE/TIME: Thursday, November 21, 2024 at 2:00 PM
LOCATION FOR THE RECEIPT OF BIDS: City of Florence, City Center, Purchasing/Contracting
Office, 324 West Evans Street, Florence, SC 29501-3430. Electronic bids will not be accepted.
All bids must be clearly marked with the bid name/number on the exterior envelope (Bid No. 2024-
75: Morningside Road Resurfacing).
Bidding Documents may be viewed and ordered online by registering with Duncan Parnell via
their bid room https://bidroom.duncan-parnell.com/ . Registration with Duncan Parnell is required
to obtain the bid documents and be added to the official Plan Holder’s List. Addenda will only be
notified to those buying full sets from Duncan Parnell via their bid room. The cost of bid documents
and shipping is non-refundable. OWNER/ARCHITECT/ENGINEER will NOT be responsible for
copies of the bid documents obtained from sources other than from Duncan Parnell. If you need

Each bidder must deposit with his bid a bid bond in the amount of 5% of the bid. A performance
and payment bond, each in the amount of 100% of the contract price will be required of each
successful bidder.
In order to ensure a sincere and reasonable effort on the Contractor's part to accomplish the work
in a timely fashion, delay damages due to inconveniences to the Owner for work not being
accomplished on time will be at the rate of $500.00 per day. The Contractor should realize that
delays due to bad weather, materials, and such, not under the control of the Contractor will be
considered by the Engineer for time extension.
No bid will be considered unless the bidder is licensed in South Carolina and is legally qualified
under the provisions of the South Carolina Contractor's Licensing Law (South Carolina Code of
Laws as amended on April 1, 1999, Chapter 11, Sections 40-11-10 through 40-11-428).
Contractors shall have a classification of AP (Asphalt Paving).
No bid may be withdrawn for a period of 90 days after the bid opening date.
The City of Florence welcomes submissions from minority and woman owned businesses. Please
indicate that you are a minority or woman owned business with your request for bid documents.
This solicitation does not commit the City of Florence to award a contract, to pay any costs
incurred in the preparation of a bid, or to procure or contract for services. The City of Florence

reserves the right to reject any and all responses, to cancel this solicitation, and to make an award
deemed in its own best interest.
Any actual or prospective vendor, bidder, or contractor who is aggrieved in connection with the
solicitation or award of a contract may formally protest to the Finance Director. The protest shall
be submitted in writing within seven (7) days after such aggrieved person or party has received
the bid tabulation or the intent to award letter, whichever occurs first.
The Owner reserves the right to waive any informalities or reject any or all bids.
MINORITY, WOMAN, AND VETERAN OWNED BUSINESS
Minority Business Owners (minority, woman or Veteran owned businesses) will be afforded full
opportunity to submit a response to the Invitation to Bid and will not be discriminated against on
the grounds of race, color, creed, sex, or national origin in consideration for an award. It is the
policy of the City that minority business and women owned business and veteran owned
enterprises (MBE/WBE/VBE) have an opportunity to participate at all levels of contracting in the
performance of City contracts to the extent practical and consistent with the efficient performance
of the contract. Please indicate that you are a minority, woman, or veteran owned business with
your bid submission.
The successful contractor(s) must ensure that all subcontractors, agents, personnel assigned by,
or employees of prime company and subcontractors are not discriminated against because of
their race, color, religion, sex, or national origin. The successful contractor(s) must make positive
efforts to provide equal employment opportunity for minority, women, and veteran owned
businesses.
All submitted materials shall become the sole property of the City of Florence. Contractors will
relinquish claim for return of submitted material. The City shall have sole discretion in evaluating
the bids. The City reserves the right to reject any and all responses and is not bound to accept
any response if it is contrary to the best interest of the City.
