INVITATION TO BID
Notice is hereby given that the Town of East Windsor, Connecticut shall accept sealed
bids for the:
IMPROVEMENTS AND REPAIRS TO BROAD BROOK RESERVOIR DAM
Sealed bids will be received until 11:00 am on Tuesday, March 17, 2026, in the Office of
the First Selectman, Town Hall 11 Rye Street, Broad Brook, Connecticut 06016, at
which place, and time said bids shall be opened.
The work includes the removal of the existing intake structure and installation of a new
structure; filling in the existing low level outlet pipe and manhole with flowable fill and
installing a new low level outlet pipe on the left side of the dam; installing a riprap
approach channel on the upstream side of the new intake structure; installing a new
endwall with an adjacent riprap stilling basin at the discharge end of the low level outlet
pipe; installation and maintenance of sedimentation and erosion controls; water
handling during construction and appurtenant work. The Contractor will be responsible
for supplying all new materials and disposing of all materials to be removed.

on the Connecticut Department of Administration Services (“DAS”).
A mandatory pre-bid meeting will be held at 11:00 AM on Tuesday, March 10, 2026 at
the site of the dam, located within the Town’s East Windsor Park off Reservoir Avenue,
0.4 miles east of its intersection with Windsorville Road.
State law requires a minimum of twenty-five percent (25%) of the state funded portion of
this contract be set aside for award to subcontractors holding current certification from
the Connecticut Department of Administrative Services (“DAS”) under the provisions of
Conn. Gen. Stat. 4a-60g. (25% of the total State funded value with DAS certified Small
Business Enterprises (SBE), and 6.25% of the total State funded value with DAS
certified Minority, Women and/or Disabled-owned Businesses (MBE, WBE, DisBE). The
contractor must demonstrate good faith effort to meet the 25% set aside goals.
The contractor who is selected to perform this State funded project must comply with
Conn. Gen. Stat.4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as
amended by June 2015 Special Session Public Act 15-5. An Affirmative Action Plan
must be filed with and approved by the Commission of Human Rights and Opportunities
prior to the commencement of construction.
The Town of East Windsor, Connecticut reserves the right to reject any or all bids
submitted in response to this Invitation to Bid. The Town reserves the right to waive any
informality, defect or irregularity in any or all bids if such action is in the best interests of
the Town.
