INVITATION TO BID:  CRYSTAL SPRING WATER TREATMENT FACILITY MEMBRANE AND DISINFECTION SYSTEM IMPROVEMENTS
Western Virginia Water Authority (Buyer/Owner) is requesting Bids for procurement of an ultrafiltration membrane system as part of the following Project: CRYSTAL SPRING WATER TREATMENT FACILITY MEMBRANE AND DISINFECTION SYSTEM IMPROVEMENTS WQ-CIP-26-08
Bids for the construction of the Project will be received at the WVWA Engineering Services Office, Coulter Building Third Floor, Suite 300, 601 South Jefferson Street, Roanoke, Virginia, 24011, until Wednesday, August 26 at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read at the above address and via virtual Teams meeting shortly after receiving bid closure.

www.westernvawater.org under ‘DOING BUSINESS WITH US/Work With Us/Invitations to Bid’
Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to submit a notice of intent to bid to Engineer at 203014_MembraneRFP@brwncald.com even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format.
The designated website will be updated periodically with addenda, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Electronic Bid Submission:

Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.

All bids will be accepted by Owner through the eVA procurement platform.

Pre-bid Conference:

A pre-bid conference for this Procurement will not be held.

Instructions to Bidders:

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond.
Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
