Summary

The District of Columbia Government (the “District”), acting by and through its Department of General Services (“DGS” or the “Department”), Division of Contracts and Procurement, collectively the “District”, seeks to engage multiple (qualified and licensed) Electrician Contractors to provide routine non-emergency Electrical Maintenance and Repair Services on an as-needed basis across District-owned and/or leased properties (the “Services”). The intent of this procurement is to address typical, non-emergency electrical maintenance and repair needs, ensuring the safe, efficient, and reliable operation of electrical systems throughout DGS-managed properties. Emergency repairs or major electrical issues requiring immediate attention are explicitly excluded from the scope of this contract. All services shall be conducted in accordance with the Scope of Work in Section [C] of this Invitation for Bid (“IFB” or “Solicitation”), the Department’s Standard Contract Provisions (“SCP”) for Supplies and Service Contracts, January 2016 Exhibit E.1, and other associated contract exhibits, and solicitation attachments listed in Section [J] of this IFB and the proposed contract (“Contract”).

Background

C.4 BACKGROUND

C.4.1 DGS encompasses a range of specialized Divisions, such as Portfolio Management, Facilities Management, Capital Construction, Sustainability + Energy, Contracts and Procurement, Protective Services, Information Technology, and others, collectively staffed by a dynamic workforce exceeding 700 full-time employees. Rooted in a core mission and attendant obligations, DGS is steadfastly committed to fostering a safe and sustainable environment throughout all properties owned or managed by the District, as prescribed by D.C. Code § 10-551.01(b)(4) delineated in the Department of General Services Establishment Act of 2011.

C.4.1.1 The Department is the lead agency responsible for the management and maintenance of District government real property assets. DGS is committed to improving the quality and appearance of its real property assets including the Property Sites, inside and out. In addition, the Department provides management, maintenance, engineering, janitorial and exterior grounds maintenance and related services for over eight hundred fifty (850) District owned, leased and vacant properties. These properties include municipal buildings, schools, parks and recreation centers, warehouses, residential facilities, and vacant schools and properties. As a service-providing agency, positive customer service and rapid response and resolution to tenant issues, projects, and service requests are paramount to the Department’s operation, mission and values.

C.4.1.2 Aligned with its mission, the Department is steadfastly dedicated to promptly delivering emergency and critical services. This resolution originates from a steadfast commitment to facilitating the seamless execution of agency objectives while placing the safety of residents, District personnel, and visitors at the forefront. Within this framework, the Department diligently endeavors to fulfill its mission by providing services that bolster the security and welfare of all individuals engaging with the District's facilities.

C.4.2 Project Background

The Contractor shall be responsible for providing non-emergency electrical maintenance and repair services across designated City facilities.

C.4.2.1 The Contractor may be required to develop and adhere to a comprehensive schedule of routine electrical maintenance, covering a specified portfolio of City-owned facilities as the direction of the COTR.

C.4.2.2 When required, the Contractor shall provide a detailed plan for conducting periodic inspections of electrical systems to ensure compliance with applicable codes and standards.

C.4.2.3 The Contractor shall respond promptly to on-call requests for non-emergency electrical repairs as required.

C.4.2.4 These services shall extend to various building types, including but not limited to metropolitan police facilities, schools, municipal buildings, and fire and emergency medical service facilities and recreation centers.
