SECTION 100 GENERAL:
Titles and headings are for convenience of reference and have no
bearing on the interpretation of these specifications.
When a publication is specified, it refers to the most recent date of issue,
including interim publications, before the bid opening date for the
Project, unless a specific date or year of issue is provided.
In the contract, the words "or equal", referring to a product, material, or
process, mean "equal as determined by the Department."
Unless the context clearly indicates otherwise, the words "as indicated"
or "indicated" mean "as indicated or indicated on the contract plans."
