Invitation for Bids for Construction of Fresno Station Early Works

The California High-Speed Rail Authority has released an Invitation for Bids (IFB) on a construction contract which includes accessibility improvements, hazardous materials abatement/removal, and the seismic retrofit of the historic Fresno Southern Pacific Railroad Depot and build-out of plazas servicing the two future Fresno station entrances located in downtown and Chinatown, including utility upgrades, relocations and connections, demolition, park and plaza development, station multimodal parking, and EV charging.

The resulting contract will be 505 working days with an estimated cost of $50 million.

The timeline for this procurement is as follows:

-        IFB Released: December 10, 2025
-        In-Person Pre-Bid Conference and Job Walk: December 18, 2025
-        Bids Due: February 9, 2026 (noon Pacific)
-        Bid Opening: February 9, 2026 (2 p.m. Pacific)
-        Notice of Proposed Award: February 27, 2026
-        Contract Execution and Notice to Proceed: March 2026
