NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN THAT SEALED BIDS will be received at the office of the
City Clerk, third (3rd) floor, City Hall, Vallejo, California, during the business hours of 8:30
AM through 5:00 PM, Monday through Friday, holidays excepted, until the hour of 2:00
p.m. on January 9, 2019, at which time they will be publicly opened and read aloud in
the City Council Chambers, second (2nd) floor of City Hall for:
DEMOLITION AND ABATEMENT PROJECT - OLD POST OFFICE BUILDING (485
Santa Clara Street), City of Vallejo, County of Solano, California according to the
drawings and specifications prepared by City Engineer of the City of Vallejo.
The work to be done includes: mobilizing equipment and personnel, clearing and
grubbing all rubbish and debris in the work area, removal and disposal of lead and
asbestos containing material from the existing structure, transport and legal disposal of
all rubbish and debris to an appropriate dump site, demolition of existing structure, saving
the FLoor and Foundations, excavation and removal of any abandoned utility lines,
capping abandoned utility lines, filling all ground surface voids and grade site to produce
smooth and uniform surface, and provide positive drainage, as required, per
specifications. The bidders shall include in their bid and provide for all labor, tools and
materials for a complete and working project in conformance with the intent shown on the
drawings and in the specifications herein.
This City of Vallejo affirms that in any Contract entered into pursuant to this
advertisement, Disadvantaged Business Enterprises (DBE) will be afforded full
opportunity to submit bids in response to this invitation.
Bids are required for the entire work described herein. A Mandatory Pre-Bid Conference
and Mandatory Job Walk will be held January 3, 2019 at 2:00 p.m., in the City Council
Chambers, second (2nd) floor of City Hall, Vallejo, California. This meeting is to inform
bidders of project requirements, and subcontractors of subcontracting and material supply
opportunities, and to respond to bidder’s questions.
Time of completion of the work is 42 calendar days from the date of issuance of the
Notice to Proceed by the City.
Each Bidder must submit a proposal to the City Council on the Bid Form enclosed. Said
proposal shall be accompanied by cash, cashier's check, certified check, or Bidder's
Bond, in the amount of ten percent (10%) of the total amount of the bid submitted, to be
made payable to the City of Vallejo. Bid bonds shall be issued by a corporate surety duly
admitted and authorized to issue bonds and undertakings by the State of California.

Pursuant to Section 1700, and following, of the California Labor Code, the Contractor
shall pay not less than the prevailing rate of per diem wages as determined by the Director
of the California Department of Industrial Relations. Copies of such prevailing rate of per
diem wages are on file at the office of the City of Vallejo, Department of Public Works,
555 Santa Clara Street, 4th Floor, Vallejo, CA 94590-5934. Those copies shall be made
available to any interested party upon request. The Contractor shall forfeit, as penalty to
the City of Vallejo, Fifty Dollars ($50.00) for each calendar day or portion thereof, for each
workman paid less than the stipulated prevailing rates for any work done under the
contract by the Contractor or by any Subcontractor under the Contractor, in violation of
the provisions of such Labor Code.
The Contractor shall post a copy of the general prevailing rates per diem wages in a
conspicuous place at the job site forthwith upon undertaking the public work called for
herein. The Contractor shall also keep an accurate certified payroll record in accordance
with requirements set forth in Section 1776 of the Labor Code of the State of California
and these Contract Documents.
If there is a difference between the minimum wage rates predetermined by the U.S.
Secretary of Labor and the general prevailing wage rates determined by the Director of
the California Department of Industrial Relations for similar classifications of labor, the
Contractor and subcontractors shall pay not less than the higher wage rate. The
Department will not accept lower State wage rates not specifically included in the Federal
minimum wage determinations. This includes "helper" (or other classifications based on
hours of experience) or any other classification not appearing in the Federal wage
determinations. Where Federal wage determinations do not contain the State wage rate
determination otherwise available for use by the Contractor and subcontractors, the
Contractor and subcontractors shall pay not less than the Federal minimum wage rate,
which most closely approximates the duties of the employees in question.
Bidders are advised that this project is subjected to all federal, state and local
nondiscrimination laws, including Vallejo Municipal Code sections 2.72.030 and 2.72.040.
