Invitation For Bid: Ann Street Plaza Vehicular Landscape Barrier Design

The DDA is seeking proposals for landscape design services to redevelop the east end of Ann Street Plaza along M.A.C. Avenue that will incorporate permanent landscape features to create anti-ram vehicular barricades.

At its November 19, 2024, meeting East Lansing City Council approved the Downtown Events Street Closure and Barricade System Planning report prepared by Thornton Tomasetti. The city commissioned this report to review the current event street closure site plans and determine the appropriate type of barricades that should be used and purchased in order to accommodate several factors, i.e., pedestrian safety, delivery vehicle access, Fire and Police access. The report includes site plans that include layouts for each event and the appropriate barricade product types and placement for each event.

The Albert EL Fresco event site plan calls for a redevelopment along a portion of Ann Street Plaza to incorporate anti-ram and/or anti-crash landscape-based barricade features.

The DDA has budgeted funds for professional services to redesign the specified area of the plaza and prepare construction bid documents to use in a future IFB for installation.

In 2014, the DDA approved the East Lansing Urban Design Guidelines (revised in 2020) to act as a guide when updating streetscapes, public amenities, street plantings, bike racks, etc.
