The City of St. Petersburg is requesting proposals from qualified firms to provide investment advisory services (“Advisor”) for the City’s short-term and medium–term investment portfolios. The City desires to contract for services from a firm registered with the Securities and Exchange Commission (SEC) under the Investment Advisor’s Act of 1940 who will act in a fiduciary capacity for the City and present performance numbers in accordance with the Association for Investment Management Research “AIMR” (CFA Institute). The Advisor will be required to recommend investment management, procedural changes, investment selection and disposition in accordance with the laws of the State of Florida and the investment policies and procedures established by the City.
The City’s investments are governed by the following Investment Policies, which have the portfolios listed for each policy:
Investment Policy – City of St. Petersburg, Florida – Municipal Funds
Core Portfolio - Short Term (maturities of less one year at the time of settlement)
Core Portfolio – Long Term
Debt Service-Related Portfolio

The City of St. Petersburg internally manages approximately nine portfolios governed by two investment policies with a reported market value at June 30, 2024 o $1.2 billion. The City is seeking assistance regarding best practices in the review of the policies, periodic reporting and overall management of the portfolios.
