Scope of Services
The City of Fair Oaks Ranch (City) is seeking proposals from investment advisors to provide non-
discretionary portfolio management services for the City’s $33 million investment portfolio.
Advisors must be registered with the Securities and Exchange Commission and the Texas State
Securities Board. As of 9/30/25, the City has liquidity balances of $32 million at local government
investment pools and $1 million in demand deposit accounts. Currently, the City manages its
investments following the City’s Investment Policy (Included and attached as Exhibit A). The
Director of Finance is the investment officer for the City and oversees investments for the City. The
City provides quarterly investment updates to City Council. The advisory services are expected to
provide additional value to the investment services the City currently self-manages. The City is
seeking an advisor for a one-year term, with an additional optional renewal year.
The City is seeking a firm to provide guidance and strategies the City can implement to balance
holding securities until they mature or realizing temporary market value gains. Currently, the City
contracts with a bank to provide custodian and depository services and all securities will be held at
the bank in the name of the City of Fair Oaks Ranch. In managing the City’s investment portfolio,
the advisor will be expected to prioritize the safety of the principal, liquidity and yield.
The selected firm will perform the following:
Provide non-discretionary management of the City’s investment portfolio in
accordance with the City’s Investment Policy.
Provide assessments of the market to including market reaction of economic events.
Provide recommendations to the City for maximizing its investment portfolio while
balancing short-term and long-term gains.
Execute securities purchases/sales upon authorization from the City.
Provide quarterly reports to the City for use during City Council Meetings. The City
may also ask the selected firm to present the report to the City Council at a regularly
scheduled meeting. Currently, City Council meetings are held on the first and third
Thursdays of every month, beginning at 6:30 P.M.
Provide to City advice and recommendation on portfolio structure in regard to the
City's cash-flow requirements, investment goals and other specific investment
needs.
Provide to City advice and recommendations to buy and sell appropriate investment
securities on non- discretionary basis.
Provide confirmations, detailed reports and reconciliations of the City's daily
investment transactions, investment earnings and performance results on a monthly
basis or as requested by the City
Assist the City with cash flow/maturity analysis
Provide credit analysis of investment instruments in portfolio.
Review investment policy annually and recommend appropriate amendments
Monitor the creditworthiness of financial institutions and the investments in the
portfolio.
Perform due diligence reviews of current and proposed broker/dealers. Assist in the
selection of new broker/dealers.
Develop appropriate benchmarks to be used for evaluating the City’s portfolio.

Addendums to the RFP
The City of Fair Oaks Ranch shall not be held responsible for any oral instructions related to the
project. Any official changes to this RFP will be in the form of a written addendum.
Withdrawal of RFP
The City reserves the right to withdraw the RFP at any point. At any time prior to the specified
solicitation due time and date, a consultant (or designated representative) may withdraw their
Statement of Proposals by submitting a written request stating the reason for withdrawal.
General Information:
The City of Fair Oaks Ranch reserves the right to reject any or all proposals to waive any
informality or irregularity in any proposal received, and to be the sole judge of the merits
of the respective proposals received.
There is no expressed or implied obligation for the City of Fair Oaks Ranch to reimburse
responding firms for any expenses incurred in the preparation of a proposal in response
to this request. The City reserves the right to increase or decrease the scope of work
related to this project as outlined in this proposal after a firm is selected to accommodate
changes in the needs of the City and serve the best interests of the City.

Instructions to Submitters
The response shall be organized and formatted as follows:
Tab 1 - Cover Letter/Executive Summary
Tab 2 - Service Provider Information
o Provide information on your firm’s experience providing investment advisory
services for Texas municipalities or governmental entities.
o Provide an Organizational Chart identifying the key staff that will be assigned to this
project.
o Provide one-page professional resumes that describe the capabilities and
experience of each team member, and include the team member’s name, title,
education, licenses, certifications, professional associations, and overview of
professional experience.
o Provide information on what percentage of the key team members’ time will be
dedicated to this contract.
o Provide three references for three current clients. Include the name and contact
information of the client.
Tab 3 - Project Approach
o Describe how your firm maintains compliance with the Texas Public Funds
Investment Act.
o Describe how your firm will maintain compliance with the City’s Investment Policy.
o Describe your investment strategy for a municipality.
o Describe your procedures for reviewing and managing the City’s portfolio. Describe
how your firm will add value to the City’s portfolio.
o Describe how you will communicate with the City and provide or seek guidance.
o Provide samples of the reports that would be provided to the City. Include any
software that will be used to calculate yield and performance.
o Detail if any training will be provided to the City.
o Include any additional related services not listed in the scope of services that your
firm believes will add value.
o Describe the process for developing benchmarks to be used for evaluating the City’s
portfolio.
o Describe the investment research to be utilized.
Tab 4 – Price
o Provide a price to complete all requested services. As an alternate, include the price
to attend quarterly in-person City Council meetings.

based on the responses to the criteria listed below.

Award and Negotiation
The City reserves the right to reject any or all proposals. The highest ranked Respondent(s) may be
invited to enter into Contract negotiations with the City of Fair Oaks Ranch. If an agreement cannot
be reached with the highest ranked Respondent(s), the City shall notify the Respondent and
terminate negotiations. The second highest Respondent may be contacted for negotiations. The
process may continue until successful negotiations are achieved. The City reserves the right to
terminate negotiations with any and all Respondents should it be in the City’s best interest.
No Prohibited Interest
Respondent acknowledges awareness of the state laws and applicable City Charter provisions
regarding conflicts of interest and required disclosures. No officer, employee or agent of the City
shall participate in the negotiation, selection, discussion, award or administration of a contract or
procurement supported by public funds if: 1) that individual has a substantial interest in a person or
entity, as defined by the City’s Charter, Code of Ordinances and/or Chapter 171 or 176 of the Texas
Local Government Code, that is the subject of the contract or procurement; or 2) a conflict of
interest, either real or apparent, would be involved, as defined therein.
