The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to solicit proposals from qualified firms with significant experience in providing informal fact-finding and formal investigative services for workplace related complaints and allegations on an ¡°as needed¡± basis for up to five (5) year period. Typical complaints and allegations for which the County requires investigative and fact-finding services include, but are not limited to the following:

? Equal Employment Opportunity, including discrimination, harassment and hostile work environment, retaliation, and failure to grant a reasonable accommodate under the American with Disabilities Act (ADA)

? Fraud, Waste, and Abuse

? Whistleblower

? Workplace Violence

? Ethical Violations

? Employee or Supervisor Misconduct

? Abuse of position/authority

? Conflict of Interest

? Financial Audits in support of/or resulting from workplace investigation/complaints

The services to be provided involve determining the most appropriate investigative method relative to the type of complaint or allegation; conducting an objective and thorough investigation or fact-finding; collecting and preserving all relevant evidence; drafting a comprehensive and detailed written report to document the allegations, actions taken in furtherance of the investigation or fact-finding, findings for each allegation, and any recommendations; and meeting with County representatives to debrief the organization on the results of the investigation or fact-finding. These services are to be provided in a timely and confidential manner.

The Contract to be awarded will be for an initial period of one (1) year, with four (4), one (1) year options to renew at the sole discretion of the County. The County reserves the right to award more than one Contract. The number of Contracts awarded will be dependent upon the quality and quantity of proposals received. In the event the County does award to multiple providers, assignments will be distributed based upon area of expertise, availability, and cost.
