Part I Proposal Requirements
Section IA General Information
1. Introduction Clark County, Washington is seeking proposals from qualified engineering firms to perform
Intersection Control Evaluations (ICE) at approximately four (4) to six (6) designated locations
within the county. The selected consultant will provide professional traffic engineering services
to assess existing conditions, evaluate a range of intersection control alternatives, and
recommend preferred solutions based on safety, operations, cost, multimodal needs, and
overall feasibility.
In addition to performing site-specific evaluations, the selected firm will also be tasked with
reviewing Clark County's current ICE study protocols (Exhibit A). The consultant will assess
the effectiveness, clarity, and consistency of existing procedures and recommend updates or
refinements that better align the County's methodology with current Washington State
Department of Transportation (WSDOT) Guide-Chapter ten (10) Intersection Control
Guidelines. This work is intended to help the County strengthen its internal framework for
future evaluations and ensure countywide consistency with statewide best practices.
This effort will support the County's ongoing commitment to improving transportation system
safety, enhancing mobility for all users, and informing future capital planning. Firms
responding to this RFP should demonstrate experience in preparing ICE reports consistent
with state and federal guidance, conducting traffic operations analysis, and developing
data driven recommendations for intersection improvements.
Clark County invites interested and qualified firms to submit a proposal outlining their
approach, relevant experience, key personnel, and anticipated methodology for completing
the required evaluations and protocol refinement.
This is a qualifications-based selection process, do not submit costs with proposal.
Proposers shall respond to all sections to be considered.

4. Interlocal Clark County has made this Request for Proposal and the resulting contract(s) subject to
Cooperation Act Washington State statute 39.34 RCW Interlocal Cooperation Act. The proposer may opt to
extend identical services and prices to qualified public agencies. Each contract is between the
proposer and individual agency binding only their agency, with no liability to Clark County. 39.80
RCW Contracts for Architectural and Engineering Services requires qualifications-based
selection, do not submit costs with proposal.
5. Background Clark County has identified several intersections where documented recurring collisions,
near miss events, and community reported safety concerns indicating a need for further
evaluation. These locations exhibit operational challenges and potential conflict patterns that
may be contributing to crash risk for motorists, pedestrians, cyclists, and other road users. The
County is initiating these studies to better understand the factors influencing safety performance
and to determine appropriate intersection control strategies. Findings from these evaluations will
also support other current and future transportation projects focused on improving safety,
accessibility, and mobility across the affected corridors.
We will have separate contracts combining two funded intersection studies and four locations
currently pending funding, for a total of six (6) locations. The county retains the right to not move
forward with the second contract if the funding is not approved.
6. Scope of Project The selected consultant will engage in two (2) phases of work.
Phase 1- Assist the Clark County Transportation department in streamlining its Intersection
Control Evaluation Protocols modeling after WSDOT's protocol, then-
Phase 2- Perform the Level One (1) and Level Two (2) Intersection Control Evaluations for six
(6) locations within Clark County as noted below.

The scope of work will include, but is not limited to, the following tasks:
1. Project Management and Coordination
* Participate in a project kickoff meeting with County staff.
* Provide a detailed schedule, communication plan, and data needs list.
* Attend progress meetings and provide regular project updates.
2. Data Collection and Review
* Review existing crash data, speed information, operational reports, land use conditions,
and prior studies.

* Identify and incorporate County supplied information, including traffic volumes, turning
movements, and any available multimodal data.

* Document existing conditions, site constraints, roadway geometry, and known safety
issues.
* Provide copies of all data to the county upon request
3. Problem Identification and Screening
* Summarize key operational and safety deficiencies at each intersection.
* Identify crash patterns and contributing factors based on available data.
* Compare intersection characteristics to thresholds and guidance outlined in the
WSDOT ICE Manual.
4. Development of Intersection Control Alternatives
* Identify all feasible control strategies for each location, consistent with Level One (1)
ICE requirements, such as:
* Two-way stop control
* All-way stop control
* Traffic signal control
* Single-lane or multilane roundabout
* Innovative or context-specific alternatives where appropriate
* Evaluate alternatives at a planning level consistent with the ICE Manual.
5. Screening and Evaluation of Alternatives
* Conduct qualitative and high level operational assessments for each feasible
alternative.

* Evaluate alternatives with regard to safety performance, multimodal considerations,
cost, constructability, right of way impacts, environmental factors, and compatibility with
planned projects.

* Screen alternative and identify a recommended preferred control strategy for each
location.
6. Documentation and Deliverables
* Prepare Level One (1) and Two (2) ICE reports for each intersection, consistent with
WSDOT ICE formatting and technical requirements.
* Provide summary findings, recommended alternatives, assumptions, data sources, and
supporting narrative.
* Provide editable files and GIS/graphic materials as applicable.
7. Documentation and Deliverables Evaluation and Refinement of County ICE Protocols
* Review Clark County's existing internal ICE procedures, templates, and workflows.
* Identify gaps, inconsistencies, or areas where guidance may diverge from current
WSDOT ICE standards.
* Recommend refinements to improve clarity, consistency, and applicability of County
ICE processes for future studies.

7. Project Funding These Intersection Control Evaluation studies will be funded entirely with Clark County funds.
No federal grant funds are being used for this effort, and as such, no federal reporting, Buy
America provisions, or FHWA documentation requirements apply to this project.

10. Employment The Proposer, if awarded the Contract, shall register and enter into a Memorandum of
Verification Understanding (MOU) with the Department of Homeland Security E-Verify program before
execution of the Contract. The Contractor shall ensure all Contractor employees and any sub-
contractor(s) assigned to perform work under this Agreement are eligible to work in the United
States. The Contractor shall provide verification of compliance upon County request. Failure by
Contractor to comply with this subsection shall be considered a material breach.

Section IB Work Requirements
1. Required Services This project is funded entirely with Clark County funds; no federal funds are being used, and
therefore no federal reporting or compliance provisions apply.
There is no (zero) Disadvantaged Business Enterprise (DBE) or Federal Small Business
Enterprise (FSBE) goal assigned to this project. In the absence of a mandatory goal, this project
is subject to a voluntary ten percent (10%) Small Business Enterprise (SBE) goal. The
documentation of the prime consultant's efforts to subcontract with SBE firms is required if the
prime is not one itself.
2. County Performed Some intersection data has been collected but no intersection studies have been done. Prior
Work Consultant assisted with creating the current study protocols, but it needs revision to be an
effective tool. In addition, as part of other projects some survey and other traffic-related
documentation has been gathered and can be shared if needed, but no formal intersection
evaluations have been completed.

3. Deliverables & This is a suggested schedule and is subject to change:

Clark County anticipates issuing Notice to Proceed (NTP) on or around December 1, 2026. The
selected consultant will be expected to complete all included Level 1 and 2 Intersection Control
Evaluations within approximately six (6) to twelve (12) months from NTP. Payment will be tied
to the successful completion and County approval of specific project milestones.
The following high level schedule outlines the anticipated sequence of work and corresponding
deliverables:

Meetings/Kickoff/Coordination
* Project kickoff, data needs list, and schedule confirmation - within two (2) weeks of NTP
* Consultant revision to Clark County study protocols delivered within month one (1) so
that feedback cycles can be resolved before end of month two (2).
Field Work:
* Completion of field reviews, data collection, and existing conditions documentation - by
Month three (3) (assuming some teams can start work on these phase two (2) tasks
while the documentation team is working on the phase one (1) tasks).
* Screening of feasible alternatives and preliminary evaluations - by Month four (4)
* Draft ICE reports for first set of intersections (3 sites) - by Month five (5)
* Draft ICE reports for remaining intersections (additional 3 sites) - by Month seven (7)
* Draft fully compiled six (6) location report for Clark County feedback cycles and
Consultant Revisions- Month eight (8) -ten (10).
* Final ICE reports for all six (6) intersections delivered no later than Month twelve (12).
4. Place of Contract performance may take place in the County's facility, the Proposer's facility, a third-

termination date.
The county also reserves the right to terminate the contract, with thirty (30) days written notice,
at any time if the requirements of the contract are not being met satisfactorily, solely in the
county's judgment.
