Internet Service for Camp Lejeune, Cherry Point, and New River NC

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR subpart 5.1 and 5.2, FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. The government intends to solicit and negotiate with only one source under authority FAR 13.106-1(b)(1) - The proposed contract action is for a brand name only. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. This combined synopsis/solicitation SHALL be posted on (https://Sam.Gov/).

The solicitation number is N4008525Q0009 and is issued as a Request for Quote (RFQ). This is the only RFQ for this requirement, it includes all the terms, and conditions as well as applicable FAR and DFARS clauses and provisions with respect to the anticipated purchase order. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-05, effective August 1, 2025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 517111 and the Small Business Standard is $1,500 employees. This requirement is being procured as Unrestricted.

The proposed contract action is for commercial supplies/services for which the Government intends to solicit and negotiate on a Sole Source basis to Charter Communications Operation LLC, 12405 Powerscourt Drive, Saint Louis, MO 63131, USA, under the authority of FAR 13.106-1(b)(1)(i).

Responsible parties may identify their interest and capability to respond to the requirement, or submit a quote by the date and time specified. This notice of intent is not a request for competitive quotations. However, quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic requires Charter Communications Operation LLC to continue to provide wired and Wi-Fi internet service at Camp Lejeune, New River, and Cherry Point NC.

Period of Performance: The anticipated Period of Performance is a 12-month base period, September 30, 2025 through 29 September 2026 with the option to extend services for one (1), 12-month option period, resulting in an ultimate completion date of 29 September 2027, if all options are exercised.
