Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Sun State International Trucks, LLC for ongoing and as-needed maintenance, repairs, and supply of Original Equipment Manufacturer (OEM) parts specifically for International-brand trucks for one (1) year at an estimated cost of $405,287.50. Sun State International Trucks, LLC is the only authorized International Motors dealer and certified service provider in the region with exclusive access to OEM diagnostic platforms, proprietary manufacturer systems, and factory trained technicians. The vendor is uniquely qualified to perform warranty compliant repairs, supply genuine International Motors OEM parts, and maintain required compliance standards for medium and heavy-duty commercial vehicles. No other local provider holds equivalent OEM authorization or access, and the use of a non-authorized provider would jeopardize warranty coverage, increase lifecycle costs, and risk diminished vehicle reliability and safety. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as Sun State International Trucks, LLC, is the only authorized vendor capable of providing the service, warranty, and parts meeting technical specifications for International-brand equipment. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety parts, goods and/or services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
