Description : The City of McAllen is soliciting proposals to provide nondiscretionary portfolio management services for the City of McAllen’s investment portfolio, to include all required labor, materials, and travel to provide these services and shall meet or exceed the requirements as specified herein.

Proposal Submittal Deadline: Proposals addressed to Mr. Isaac J. Tawil, City Manager, will be received until Thursday, July 17, 2025 at 4:00 p.m., Central Daylight Time (CDT ). All proposals are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time. Original, hard copy, and/or late proposals shall not be accepted.

Pre-Submittal Conference : City of McAllen, City Hall, Conference Room 2A, 1300 Houston Ave., McAllen, TX 78501 on Thursday, July 10, 2025 at 11:00 a.m. CDT. Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form.

Potential respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the relative project number .

The City of McAllen reserves the right to refuse and reject any or all proposals and to waive any or all formalities or technicalities, or to accept the proposal considered the best value to the City, and to hold the proposals for a period of ninety ( 90 ) calendar days without taking action .
