NOTICE TO BIDDERS
PLEASE TAKE NOTICE that the Ocean County Board of Health (“Board of Health”) will receive sealed bids, pursuant to the Local Public Contracts Law of the State of New Jersey, N.J.S.A. 40A:11-1 et seq. at 175 Sunset Avenue, Toms River, NJ 08755 as follows:

PROJECT: INTERIOR RENOVATIONS TO OCEAN COUNTY HEALTH DEPARTMENT ENVIRONMENTAL SECTION
DATE OF BID OPENING: DECEMBER 11, 2025 AT 11:00 AM
At the aforementioned date, time and place, said bids will be publicly opened and read aloud.
The Contractor may purchase a thumb drive of the bidding documents for Fifty Dollars ($50.00) at Yezzi Associates, LLC, 18 Washington Street, PO Box 1638, Toms River, New Jersey 08754. If Bidding documents are to be mailed, the Architect must receive a Federal Express, UPS, or Express Mail Account number for mailing; Bidder’s complete street address, phone and fax numbers; a $25.00 handling charge; and $50.00 per disk payable to the Architect, prior to mailing.
No proposal will be considered unless accompanied by a Consent of Surety, plus a bid guarantee in the amount of ten percent (10%) of the base bid, not to exceed $20,000.00, in the form of a certified check, cashier's check or bid bond, binding the bidder to execute a contract and furnish the required performance bond within ten (10) days after notification of acceptance of the bid. A Non-Collusion Affidavit shall also be submitted.
The successful bidder will be required to furnish a performance bond for the faithful performance of the contract in an amount not less than 100% of the total price for the completed contract. Said bond to be that of an approved surety company authorized to do business in the State of New Jersey, and acceptable to the Board of Health. No proposal will be considered unless accompanied by a Consent of Surety from a surety company binding it to provide and issue the required performance bond.
Bids must be submitted in duplicate and enclosed in a sealed envelope addressed to the "Purchasing Agent, Ocean County Board of Health”, and delivered by the above deadline to 175 Sunset Avenue, Toms River, NJ 08755 and clearly marked on the outside as follows:

INTERIOR RENOVATIONS TO OCEAN COUNTY HEALTH DEPARTMENT ENVIRONMENTAL SECTION
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq, and N.J.A.C. 17:27 et seq. regarding Affirmative Action, the Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq., the disclosure of investment activities in Iran requirements of N.J.S.A. 52:32-55 et seq. and the Local Public Contracts Law, N.J.S.A. 40A:11 et seq. All bidders shall possess a valid Public Works Contractor’s Registration Certificate pursuant to N.J.S.A. 34:11-56.48, at the time the bid is received. Bidders and their subcontractors must comply with New Jersey Business Registration requirements.
Bids that arrive late due to the fault of postal or any delivery/courier service, or any other carrier of any sort, are still considered late and shall not be accepted. Such bids shall remain unopened and will be returned to the submitting entity upon request.
An optional site visit will be held on November 20, 2025 at 10 a.m., at the Ocean County Health Department, 175 Sunset Avenue, Toms River, NJ 08755. Bidders are advised to obtain and review the plans and specifications in advance of this site visit. All questions must be sent in writing to purchasing@ochd.org before 4:00 pm on November 25, 2025. Questions will not be answered over the phone. Bidders are cautioned to obtain and review the plans and specifications in advance of this date. The Board of Health will consider all requests for technical modifications to the plans and specifications and will, if necessary, issue an addendum.
Addenda will be issued only in the exceptional case where the issue involved is of sufficient importance to materially affect the bidding process.
