The proposed contract action is for service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i). Interested parties may identify their interest and capability to respond to the requirement. This Notice of Intent (NOI) is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will only be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Date posted to SAM.gov: August 8, 2025. Date posting will close: August 19, 2025. This NOI to Award a Sole Source contract will be posted to SAM.GOV for 7 (business) days IAW FAR 5.203(a)(1). The North American Industry Classification System (NAICS) code is 541690. The Size Standard is $19.0M. The desired period of performance for the service to be rendered is anticipated to be from September 30, 2025, through December 29, 2025. Responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Quote (RFQ); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this NOI for the proposed contract action.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
