Interest Based Bargaining Facilitator

NOTICE IS HEREBY GIVEN that the City of Modesto, County of Stanislaus, State of California (“City”), will receive proposals (each, a "Proposal") electronically through its OpenGov Procurement portal from qualified Proposers (each, a “Proposer”) for the furnishing of Interest Based Bargaining Facilitator services (the “Services”) for the City of Modesto, Human Resources Department, Human Resources Administration Division. Proposals are due before 11:00 am on Tuesday, August 4, 2026 . Proposals received in any other format will not be accepted.

The City of Modesto is committed to maintaining positive labor-management relationships through collaborative and effective collective bargaining. To support this commitment, the City is seeking proposals from qualified, neutral facilitators with experience in Interest-Based Bargaining (IBB) to assist in preparing for and facilitating labor negotiations. The selected consultant will help guide the bargaining process, promote constructive communication and joint problem-solving, and support the development of mutually beneficial agreements while maintaining impartiality throughout the negotiations.
