INTENT TO SOLE SOURCE – Telecommunication Services for CCHCF and Many Farms Dental Clinic

In accordance with (FAR) 13.106-1(b)(1)(i), the Navajo Area Indian Health Service, the Chinle Comprehensive Health Care Facility, (CCHCF) and the Many Farms Dental Clinic, (MFDC) intends to award a non-competitive, sole sourced purchase order to Navajo Communications Co., Inc, 401 Merritt 7, Norwalk, CT, 06851 for full PRI circuits, connection services between CCHCF and MFDC and NAIHS sites. The PRI will connect CCHCF located in CHINLE, AZ and MFDC located in MANY FARMS, AZ and all Navajo Area Office sites. The CCHCF and MFDC owned VOIP, WAN, LAN system will complete network connectivity and phone calls using the PRI’s, between CCHCF and NAIHS sites and MFDC and NAIHS sited using local dialing programmed services and data transmissions will be CCHCF and MFDC owned equipment (network switches, routers and IT storage devices).

1. The contractor shall provide the following service:

1. Secure, private PRI Circuit’s between CCHCF and MFDC and NAO sites.


2. Ensure connection is achieved at all times.


3. Ensure local dial tone is achieved at all times.


4. 98% uptime, service level agreement for circuit availability.


5. Quick response to accidental circuit outages caused by any personnel.


6. Circuit studies completed upon request on slow transmission rates.

The anticipated period of performance is a base period of one year from the date of award with a three-year option period. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 517111 Wired Telecommunication Carries with a other-than-small business size.

The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure that there is no interruption in services that could impact direct patient care.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by Closing Date/Time, the contract will be issued without further notice.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
