The Executive Office for United States Attorneys (EOUSA) intends to solicit and award to RISS National Policy Group, 545 Marriott Drive, Suite 850, Nashville, TN 37214, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirement.
The EOUSA anticipates award, on a sole source basis, to RISS National Policy Group for Regional Information Sharing Systems (RISS) Program Nationwide Membership. The Regional Information Sharing Systems (RISS) Program is a nationwide program composed of six regional centers and the RISS Technology Center (RTSC). The RISS Centers work regionally and nationwide to respond to each region’s unique crime problems while working together on a nationwide basis to strengthen and advance criminal justice priorities. RISS supports efforts against all crimes, including violent and gun crimes, targeted violence, domestic terrorism, human and drug trafficking, cybercrime, cryptocurrency fraud, and other regional and emerging priorities. The RTSC develops, maintains, and enhances the RISS secure infrastructure, the RISS Secure Cloud (RISSNET), and RISS applications. Thousands of federal, state, local, tribal, and territorial (FSLTT) law enforcement and public safety agencies are members of RISS. RISS focuses its efforts on three primary areas: investigative case support; secure information and intelligence sharing; and officer safety, deconfliction, and law enforcement wellness.
The USAOs require RISS memberships to acquire and share information with local, state, and federal law enforcement and homeland security officials across the country. Many law enforcement agencies use RISS exclusively to share information, which magnifies the importance of having access. In addition, the USAOs require access to investigative support for trials, equipment loans, and specialized training and other resources provided by RISS. The anticipated performance period is a base plus four (4) option years.
This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government.
