Description



This is not a solicitation for a Request for Proposal (RFP), or a commitment, implied or otherwise, that U.S. Customs and Border Protection (CBP), Office of Operations Support (OS), will take procurement action in this matter. No reimbursement will be made for any costs associated with providing information in response to this posting. The purpose of this notification is to inform industry of the Government’s intent and to gain knowledge of other potentially qualified sources.



CBP, Office of Operations Support (OS), intends to issue a sole-source, Firm-Fixed-Price Purchase Order to LiveU, located at 2 University Plz Ste 505, Hackensack, NJ 07601; UEI: HGLYFVH29KQ7 for a LiveU Video Encoder Suite. This action falls under the authority of Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR 12.102(a) .





The applicable North American Industry Classification System (NAICS) code is 334310, Audio and Video Equipment Manufacturing, with a Product Service Code (PSC) of 5836, Video Recording and Reproducing Equipment.



Brief Description of the Acquisition Requirement



CBP requires rack-mounted video encoder equipment, associated software, and licenses that are fully interoperable with existing LiveU equipment already installed and in use within CBP assets. The required video encoder suite includes, but is not limited to:




  • Multi-camera encoder;

  • 4K or Quad HD server;

  • Dual-feed video return server;

  • Software capable of supporting simultaneous live video channels;

  • Related licenses, including DataBridge and Video Return Elite licenses.



The equipment must support CBP’s existing configuration and operational requirements, including the ability to receive, retransmit, and live stream high-resolution video feeds while operating within a closed system under CBP control. CBP has made significant prior investments in LiveU-specific adapters, interfaces, and installed equipment. Equipment from other manufacturers has not been identified as guaranteed full interoperability with the existing LiveU environment or satisfy CBP’s requirements without unacceptable compatibility, performance, or operational security risk.



LiveU is the only identified brand that can meet CBP’s minimum needs for compatibility with existing equipment and for management of the required encoding, decoding, and retransmission capabilities on CBP-controlled servers rather than externally managed cloud services. Use of another manufacturer’s equipment would require replacement or reconfiguration of existing infrastructure and would not meet the Government’s interoperability requirements.



Submission Information



There are no solicitation documents available at this time. However, a responsible source that believes it can meet the Government’s requirement for this specific LiveU-compatible video encoder suite may submit a complete technical package providing clear and convincing evidence of its capabilities.



Any response must demonstrate the ability to provide equipment, software, and licenses that are fully interoperable with CBP’s existing LiveU equipment and infrastructure. The response must also include a statement confirming the offeror’s ability and willingness to provide a full performance guarantee for fit, form, function, compatibility, and operational performance.



All information furnished shall be in writing and must contain sufficient detail to allow the Government to determine the offeror’s capabilities. The Government will not consider general capability statements that do not specifically address the interoperability, technical, and operational requirements described in this notice.



CBP has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors. Concerned parties should address their concerns to the Contracting Officer prior to consulting the Ombudsman. The CBP Ombudsman contact information is: Judith A. Simpson@cbp.dhs.gov.

This notice of intent is not a request for competitive proposals. However, all responsible sources that submit a timely and complete capability statement will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
