Justification for Sole Source: The selected vendor, Quorum Analytics I, Inc., is uniquely qualified to provide the required services due to its proprietary technology and comprehensive integration of services that no other vendor can match. Quorum excels in providing a unified platform that combines federal legislative tracking with AI-generated transcripts, alerts, and real-time updates. It offers integrated stakeholder engagement tools, including contact management, outreach tracking, and grassroots advocacy, which are essential for effective legislative affairs operations.

However, all responses received by October 8th, 2025, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
