Place of Performance:
The Department of Veterans Affairs, New York Harbor Healthcare System at Margaret Cochran Corbin VA Medical Center and Brooklyn VA Medical Center (VISN 2 South), intends to award a sole-source, firm fixed-price, open market, five-year BPA to Werfen USA, LLC, in accordance with FAR Subpart 13.303-2.
The acquisition sought is a BPA that will cover consumables and supplies needed to produce a reagent rental, cost per test contract. The NAICS is 334516 with a small business size standard of 1,000 employees. PSC is 6632.
New York Harbor Pathology and Laboratory Medicine Service requires state-of-the-art blood gas analyzers to perform testing both at ancillary sites on the Brooklyn and Manhattan campuses, and in the core laboratories.
The needs of VA New York Harbor are unique because testing will be performed by both laboratory professionals and ancillary clinical staff. The performance of the test by ancillary clinical staff introduces the opportunity for error that has plagued our current platform. As such it is imperative that our new analyzers are capable of detecting problems with specimens and implementing a hard stop that prevents the reporting of results that are not valid.
The most common problem with these specimens is hemolysis. The Werfen Gem 7000 is the only analyzer on the market capable of detecting hemolysis in patient whole blood specimens. Not only can it detect hemolysis, but it can also grade its severity and apply rules that hold results if it exceeds a programmable threshold.
The point of care analyzers we currently have in place are often reporting erroneous results causing confusion for providers and delaying care for patients. VA New York Harbor is confident that the Werfen Gem 7000 analyzer will significantly improve the reliability of our results and meet the needs of our veteran patients.
This notice of intent is not a request for competitive proposals and no
solicitation will be made available.
Any responses received no later than COB August 19, 2025 will be considered
for the purposes of determining sources for future procurements. The
Government will not pay for information submitted. Any information submitted
in response to this notice of intent is strictly voluntary.
This will be the only notice of the Government's intent to solicit, negotiate, and
award to one source to satisfy this requirement.
