INTENT TO SOLE SOURCE Cost-per-test supplies for ISED Analyzer and Testing Service

The Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility intends to award a non-competitive, sole source purchase order to Proposed Contractor ALCOR SCIENTIFIC INC, 20 Thurber BLVD, Smithfield, Rhode Island, 02917-1858, for a new instrument placement (cost-per-test) for 1 ALCOR ISED ELITE ANALYZER. The current automated ESR Analyzer offered by the proposed vendor shall be returned to the company. The procurement for ISED analyzer provides Chinle Lab with the ability for rapid and accurate ESR testing in 6 minutes, whereas most ESR testing on other platforms can take up to an hour service. Authority cited FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The Proposed Contractor shall provide supplies and services for Chinle Laboratory Department.

Period of performance: January 01, 2025 to December 31, 2025.

The Proposed Contractor is the only organization uniquely qualified to provide the required products and services for Chinle Laboratory ISED analyzer use for rapid and accurate ESR testing, whereas most ESR testing service on other platforms can take up to an hour. This is a request for Cost-Per-Test, automated ESR Analyzer offered by the vendor Alcor Scientific Inc. and placement of a new instrument and return of current analyzer. The procurement shall be on an “as needed” basis. This action will impact direct patient care.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by 12/17/2024, 1:00PM MST, the contract will be issued without further notice.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
