Description

This is a Notice of proposed Contract Action Synopsis. There is no solicitation available at this time. A request for a solicitation will receive no response. This proposed Contract Action is published to notify potential sources that the USDA Forest Service, Region 6, intends to award a sole source firm fixed price contract to Chemtica USA LLC of Durant OK for (4,260) DFTM (Douglas-fir tussock moth) traps.



The proposed contract action is for a supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals.



The USFS western Regions and State partners monitor Douglas-fir tussock moth populations west wide. This early warning trapping system was calibrated using a specific style of trap and lure strength. In the past, the traps for this project were provided by a facility in Ft. Collins, CO. That facility constructed the traps to spec for the Forest Service. The Forest Service would order each of the components of the traps separately and have them delivered to the facility for construction. Following 2020, the facility informed us they would no longer be contracting to make the traps.



ChemTica International, distributed through WestGreen Global Technologies, produces a DFTM trap that is very similar to the DFTM trap that was developed for the DFTM Early Warning Trapping System – a white milk carton delta trap with adhesive on all three surfaces and open on both ends. The F.S intends to purchase 4,260 traps to be used in Idaho, Oregon and Washington.



A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



The North American Industry Classification System (NAICS) Code is 325320 -Pesticide and Other Agricultural Chemical Manufacturing. The Size Standard is: 1,150 employees.



This notice is not a Request for Quote (RFQ); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary.



The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Responses must be received no later than 1600 PD 29 April 2024. All documentation shall become the property of the Government.



Firms responding must indicate the following information:



Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified, indicate the appropriate NAICS code, and UEI #.



This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
