Intent to Sole Source - Charter Communications Cable TV and Internet

Mission Installation Contracting Command (MICC) Fort Knox, on behalf of Human Resources Command (HRC), intends to award a contract to Charter Communications Operating, LLC, 12405 Powerscourt Dr., Saint Louis, MO 63131-3673 on a single source basis for one base year and one twelve month option period. The base period of performance is September 30, 2025, through September 29, 2026.

The North American Industry Classification System (NAICS) code is 517111, Wired Telecommunications Carriers with a size standard of 1,500 employees.

A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) – “Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.”

MICC Knox intends to award a sole-source, firm-fixed price, base and (1) twelve-month option period, contract to: Charter Communications Operating, LLC, 12405 Powerscourt Dr., Saint Louis, MO 63131-3673. HRC requires commercial internet service at 1 Gbps unlimited data speeds and commercial Cable TV in Fort Knox, KY. HRC requires commercial high-speed internet service to 3 separate demarcation points: 1600 Spearhead Division Avenue (Maude Complex), 2290 Eisenhower Avenue Building 6905 and 204 1st Cavalry Regiment Road Building 1002). Commercial cable TV services are required for twenty (20) designated office locations within the Maude complex, and 5 static IPs for the Maude Complex.

The contracting officer has determined this procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available. The Government intends to use FAR Part 13 to purchase the above listed item. The Contracting Officer (KO) determines that the anticipated price is fair and reasonable based on market research.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses by email at joseph.r.lawrence3.civ@army.mil and andrea.m.skilinski.civ@army.mil are received by 10:00 am Eastern (Fort Knox local time) on 19 August 2025, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Please note the Contractor needs to be 889 compliant as per FAR Clause 52.204-25.
